2. JOB PURPOSE:
To function as a country specialist responsible for India urban development operations, including loan and technical assistance (TA) processing, project implementation and country programming for the urban sector in India. Formulate and articulate policy and strategies on the urban sector, engaging India’s Government in policy dialogue, and conducting ADB’s activities to support urban development policy and reforms. Lead in identifying, developing, implementing and administering loans, TA projects, and non-lending products and services (NLPS) for the urban sector in India.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Develop strategies on urban development and urban/municipal management in India in consultation with relevant government agencies.
- Review urban development policy, related legal and regulatory framework in India and assess progress towards achieving sustainable economic development and poverty reduction.
- Lead policy dialogue with senior government officials and other development partners in India to leverage urban policy, regulatory, and institutional reforms.
- Contribute significant to the India Country Partnership Strategy (CPS) and updates with the formulation of urban development assistance as part of SAUD’s inputs.
- Lead in identifying, designing and processing loan and TA projects in India’s urban development sector, including the water supply, sanitation/sewerage, drainage, urban transport and roads, solid waste management, municipal management, and tourism.
- Facilitate as necessary in coordination on matters related to urban development between INRM and SAUD and other ADB work units.
- Assist the Country Director on matters related to urban development.
- Serve as the focal point for coordination with other divisions/departments concerning the urban development thematic area.
- Project Management
- Ensure quality and compliance of lending and non-lending products and operations with respect to urban development policy and strategies.
- Lead in the development and processing, and contribute immensely and effectively in administering loan and TA projects in urban development possibly with moderate to high levels of risk and complexity.
- Provide guidance, advice and comment on urban development issues in the initiation and development of loan, TA projects and capacity building initiatives.
- Facilitate effective liaison and coordination with development agencies on program loans and investment projects.
- Ensure key technical, economic, financial and crosscutting issues are incorporated into projects.
- Policy and Project Evaluation
- Continuously assess urban development policies, strategies and programs with a view of ensuring comparability to best practices and responsiveness to development needs of India.
- Undertake analytical and advisory work, including policy and institutional analysis, developing strategy options, inquiries into emerging urban themes, and capacity building programs to meet the urbanization challenges and increase the volume and development impact of urban development program and projects in India.
- Knowledge Sharing
- Represent ADB and participate in government and development partners meeting and working groups and other in-country events on urban development for knowledge sharing and coordinating and promoting ADB’s urban development initiatives.
- Staff Supervision
- Take the role of mission leader and supervise the work of mission members.
- Manage the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in urban and regional planning, urban management, social science, or other related fields; preferably at post-graduate level or its equivalent.

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of relevant professional experience in urban/social development including substantive experience in South Asia, particularly in India within the last five years
- Multidisciplinary competence and thorough knowledge on various aspect of urban development, including urban governance, municipal management and finance, urban infrastructure and service delivery, and land management and ability to integrate cross-cutting themes of urban poverty reduction, private sector participation, capacity building environment and social dimensions
- Extensive experience and successful record of demonstrated performance and capacity as mission leader in processing complex loan and TA projects and leading multidisciplinary teams
- Demonstrated capacity to effectively conduct policy dialogue and interact and liaise with a broad range of stakeholders, including government officials, other development partners, civil society, and ADB Management and staff
- Experience in the application of new IEI products such as MFF into the urban projects
- Strong analytical abilities and strategic and innovative thinking to deal with complex urban development issues and conceptualize workable solutions, preferably in the context of up-to-date India.
- Excellent oral and written communication skills in English
- International experience working in development in several countries
