Title: Senior Social Development Specialist (Safeguards) 
Department/Division: Regional and Sustainable Development Department (RSDD) / Environment and Social Safeguard Division (RSES) 

1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: Director, RSES The following staff positions report to the Senior Social Development Specialist (Safeguards): National Officers and Administrative Staff

2. JOB PURPOSE:

Lead in promoting the implementation of ADB’s social safeguard policies on Involuntary Resettlement and Indigenous Peoples. Work within general policies, principles and goals, having freedom to work with clients.

3. EXPECTED OUTCOMES:
  1. Policies, Strategies and Frameworks
  • Promote and facilitate the implementation of ADB’s social safeguard policies, in close cooperation with the Social Development Specialists (Resettlement) in the Regional Departments.
  • Conduct safeguard implementation review missions to support the implementation of social safeguards, and help ensure compliance with the social safeguard policies.
  • Review Resettlement Plans and Resettlement Frameworks to assess compliance with the Policy on Involuntary Resettlement and Operations Manual (OM) Section F2, and support regional departments in meeting compliance requirements by recommending measure to mitigate and manage any risks.
  • Review Indigenous People’s Development Plans and Frameworks to assess compliance with the Policy on Indigenous Peoples and OM Section F3, and support regional departments in meeting compliance requirements by recommending measures to mitigate and manage any risks.
  • Prepare guidelines, handbooks and staff instructions on the social safeguard policies, as well as knowledge products, policy briefs and analytical reports on emerging trends.
  1. Guidance and Advisory Function
  • Provide advice and assistance to project teams to address the social safeguard issues related to involuntary resettlement and indigenous peoples in project/program preparatory technical assistance (PPTAs) and report and recommendation of the President (RRPs) and monitor reports during implementation.
  • Participate in operations support missions to assist project teams to undertake due diligence of country systems and address safeguard issues in complex and sensitive projects.
  1. Knowledge Sharing
  • Provide safeguard training to ADB staff and executing agencies, and prepare and administer relevant capacity development programs for developing member countries (DMCs).
  • Undertake reviews and prepare annual reports on ADB’s Policies on Involuntary Resettlement and Indigenous Peoples.
  1. Staff Supervision
  • Take the role of mission leader and supervise the work of mission members
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
  • Ensure the on-going learning and development of reporting staff

5. KEY RELATIONSHIPS:
a. Supervisor
  Director Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Knowledge sharing and capacity development, development of regional partnerships and external networks
c. Internal Clients
   Support for regional and country strategy formulation, project identification and development, implementation and compliance monitoring, knowledge sharing and capacity development, team and mission management

6. EDUCATION REQUIREMENTS:
A university degree in an applied science, e.g. sociology, anthropology, economics, development or human geography or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in involuntary resettlement and social safeguard planning and implementation
  • A comprehensive knowledge and understanding of social and cultural environments and of issues related to land acquisition, involuntary resettlement and indigenous peoples in several Asian countries
  • A good working knowledge of the operations of multilateral development organizations and executing agencies
  • Strong interpersonal, leadership, team, and negotiation skills · Excellent oral and written communication skills in English
  • International experience working in development in several countries, with field exposure in more than one ADB region

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
