1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: Country Director, AFRM The following staff positions report to the Portfolio Management Specialist (Transport): National Officers and Administrative Staff

2. JOB PURPOSE:
Provide support for the monitoring of the status and progress of transport sector-related loans, Technical Assistance (TAs) projects, and non-lending products and services (NLPS) to enable the assessment and improvement of portfolio performance in general, to enhance country programming efforts and contribute to ADB’s goal of reducing poverty. Contribute to the development and continuous improvement of policy, guidelines and practices for portfolio management and project administration to secure the desired impact on the development of the transport sector in Afghanistan. Works within broad policies and objectives, working directly with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
- Portfolio Management
- Undertake data gathering and periodic reporting on project performance around implementation, compliance with covenants, and achievement of desired development impact.
- Organize portfolio reviews (i.e. periodic portfolio review, country portfolio review).
- Periodically track and report on agreed action items from portfolio reviews.
- Project Management
- Provide support for the design and processing of loan and TA projects.
- Administer delegated loan and TA projects, including oversight of procurement procedures, consultant recruitment and selection, and contract administration.
- Provide functional oversight to project officers at the Resident Mission (RM) to ensure proper staffing, timely implementation and performance reporting of loan and TA projects.
- Ensure quality and consistency of reports and outgoing communications related to the RM’s portfolio management.
- Address project complaints and provide representations on behalf of the RM.
- Policy and Project Evaluation
- Inspect quality of project field operations, with focus on problem or potential problem projects.
- Provide information and analyses for the review and improvement of project administration policies and practices.
- Serve as the focal point for the RM Transport Sector strategy and keep abreast of sector developments and their potential impact on ADB operations in the country.
- Country Strategy and Programming
- Provide information and analytical support for country programming activities in terms of portfolio review, updating and assessment.
- Knowledge Sharing
- Undertake efforts for knowledge building and dissemination to improve local capacity for project administration.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in economics, finance, engineering or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant professional experience in project processing, administration, and management in different sectors, with specialization in the transport sector
- Excellent oral and written communication skills in English
- International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,

must be prepared to serve in any location outside its Headquarters at
