Title: Senior Procurement Specialist 
Department/Division: Central Operations Services Office (COSO) / Central Operations Services Division 2 (COS2) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, Central Operations Services Division 2 (COS 2)

The following staff positions report to the Senior Procurement Specialist:
National Officers and Administrative Staff

2. JOB PURPOSE:

Provide assistance, technical guidance and capacity building to: ensure compliance with ADB’s procurement (goods, works, and consulting services) policies and procedures; support improvements in the implementation performance of ADB portfolio of loans, grants, and technical assistance (TA); and assist in the establishment, harmonization and improvement of procurement policies and procedures, consistent with effective project management for ADB projects.

3. EXPECTED OUTCOMES:
  1. Procurement/Consulting Services Advice
  • Review borrowers’ procurement actions and submissions for engaging consultants under ADB loans.
  • Provide technical guidance and advice as appropriate in accordance with ADB procurement policies and procedures.
  1. Project Management Support
  • Participate in the design, processing, administration, and evaluation of loan and TA projects with emphasis on procurement and contract management.
  • Assist COSO, Regional Departments, and developing member countries (DMCs) in developing, refining and monitoring country, sector and project performance indicators to promote project quality and improve portfolio performance.
  • Chair Consultant Selection Committee meetings to shortlist consultants and evaluate their proposals.
  • Negotiate TA contracts with consultants.
  • Process and administer TA projects associated with procurement, project administration and country procurement systems.
  • Provide technical guidance and advice for developing project processing and administration systems.
  1. Policy/Procedure Setting and Improvement
  • Formulate procurement policy and procedures, and project administration instructions.
  • Coordinate the harmonization of procurement policy with other development agencies.
  • Lead projects/assignments involving moderate to high levels of risk with many variables, requiring constant review of deliverables and process, and multi-discipline including those outside of own field of expertise.
  • Perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines.
  1. Knowledge Sharing
  • Deliver tailored training to ADB and executing agency (EA) staff to develop skills in procurement, consulting services and project administration in accordance with ADB policies and guidelines.
  • Deliver Business Opportunities Seminar (BOS).
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

   Guidance and technical advising, project management, knowledge and information sharing, capacity development, assistance in negotiations, team management

6. EDUCATION REQUIREMENTS:
A university degree in business administration, economics, engineering, or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in procurement, project management or other related area
  • Excellent oral and written communication skills in English
  • International experience working in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
