1. IMMEDIATE REPORTING RELATIONSHIPS:

The following staff positions report to the Media Relations Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:
Support the media relations strategy of the DER and carry out all media activities in assigned areas, including media support for Management through their country visits. Contribute to developing communications strategies to support the dissemination of information on selected projects and country programs funded by ADB. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
- Media and External Relations
- Contribute to the development of communications plans for country programs or high profile projects to raise awareness and generate support for ADB’s work.
- Contribute to the development and implementation of media plans for the launch of ADB knowledge products.
- Establish and handle the relationships with leading international and local media covering assigned areas.
- Arrange media interaction for Management and senior staff at headquarters and on mission, and provide support, including arranging interviews, briefings and press conferences.
- Prepare press releases, statements, key messages, talking points, opinion article, feature articles, and Questions and Answers.
- Provide advice on external relations strategies in the assigned areas.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in communications, journalism, public relations or related fields; preferably at post graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years’ relevant experience in journalism, corporate communications, and /or development communications in a reputable organization with an excellent network of media contacts
- Ability to apply advanced technical knowledge and skills in media, current affairs, public relations, and external communications
- Strong development communications or public relations background to supervise the development and implementation of communications plans and strategies, especially at project and country programming levels
- Knowledge and understanding of development issues and the communications and positioning challenges of international organizations/financing institutions
- Ability to communicate effectively with the media, non-government organizations, government officials, international organizations, and other internal and external clients
- Excellent oral and written communication skills in English
- International experience working in several countries, preferably gained in the Asia-Pacific region

8. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
