Title: Regional Cooperation Specialist 
Department/Division: Central and West Asia Department (CWRD) / Country Coordination and Regional Cooperation Division (CWOC) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, Country Coordination and Regional Cooperation Division (CWOC)

The following staff positions report to the Regional Cooperation Specialist:
National Officers and Administrative Staff

2. JOB PURPOSE:

Support the implementation of the Overall Institutional Framework of the Central Asia Regional Economic Cooperation (CAREC) Program, for which ADB is the Secretariat. Undertake stakeholder coordination to facilitate regional cooperation efforts. Provide support for the identification, design, processing and administration of regional loans, Technical Assistance (RETAs) projects, and non-lending products and services (NLPS) to contribute to ADB’s goal of reducing poverty in a regional context. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
  1. Regional Cooperation
  • Contribute to the development, coordination, and monitoring of the CAREC Program.
  • Contribute to the development of the Regional Cooperation and Strategy Program (RCSP) and updates.
  • Serve as the focal point in the preparation and organization of meetings under the CAREC Overall Institutional Framework (Ministerial Conferences, Senior Officials’ Meetings, working group meetings, etc.) by undertaking the identification of key issues, agenda, preparation of documentation, etc.
  • Support the facilitation of CAREC meetings.
  • Support the development of the CAREC Institute.
  • Provide comments on various ADB reports and documents in the context of regional cooperation to ensure inclusion of regional issues and priorities.
  1. Project Management
  • Identify, design, process and administer RETA projects.
  • Facilitate cofinancing of priority investments and technical assistance.
  1. Stakeholder Coordination
  • Participate in regular coordination and exchange of information with other international, multilateral and bilateral agencies as well as counterparts in developing member countries (DMCs) on regional issues.
  • Serve as the focal point for the department on particular regional issues to ensure complementarity and consistency among different RETAs.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Director Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Coordination for regional cooperation, policy analyses and development, project development, implementation and monitoring, knowledge sharing and capacity development
c. Internal Clients
   Support for operations coordination, project management, knowledge and information sharing. Team and mission management

6. EDUCATION REQUIREMENTS:
A university degree in economics, political science, public policy, public administration or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in development planning and policy formulation, implementation and coordination, or related area as well as in project administration
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
