Title: Economist 
Department/Division: East Asia Department (EARD) / People’s Republic of China Resident Mission (PRCM) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Country Director, People’s Republic of China Resident Mission (PRCM)

The following staff positions report to the Economist: Administrative Staff

2. JOB PURPOSE:

Undertake analytical and policy work on a range of issues related to economic development and public policy formulation, in the context of ADB’s Country Partnership Strategy (CPS) for the People’s Republic of China (PRC). Support the Country Director in policy dialogue with the government and key stakeholders on issues of economic and public policy. Contribute to the work plan of the Economics Unit of PRCM. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
  1. Country Strategy and Planning
  • Provide technical and analytical inputs to the development of policies and strategies of relevance to the ADB CPS in PRC.
  • Critically review and periodically report to the Country Director on the strategic implications of changes in fiscal monetary, trade and other key economic policies for ADB operations in PRC.
  • Prepare short papers advising the government on key policy issues, and other reports on economic issues and policies.
  • Conduct investigation to support the Country Director in meetings and policy discussions with the government and key stakeholders.
  1. Project Development and Administration
  • Work with the government and other stakeholders to design studies, draft memos, reports, and other documents relevant to processing technical assistance (TA) studies, processing TA papers and ensuring that the TA is approved, and recruiting consultants.
  • Work with the government and consultants to ensure effective and efficient implementation of TA studies, review and comment on consultants’ reports, effectively and efficiently disseminate findings of TA studies, prepare completion reports and close the studies.
  • Participate in project processing missions and provide inputs on economic issues for project design and appraisal as required by the Country Director/Unit Head.
  1. Knowledge Sharing
  • Liaise with government agencies, multilateral and bilateral organizations, other researchers and civil society to review and exchange information on issues of economic and public policy.
  • Make presentations at workshops and conferences, and interact with the media in press conferences and individual interviews.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Country Director Work planning, performance feedback, results assessment, and personal development

   Advise and engage in dialogue on questions of economic and public policy; help to solve problems; disseminate information
c. Internal Clients
   Provide information and advice, and respond to queries

6. EDUCATION REQUIREMENTS:
A university degree in economics, with expertise in one or more of the following fields: economic development, macroeconomics, public finance, international economics; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional work experience related to economic analysis and policy advice, including reviewing and analyzing macroeconomic performance, analyzing constraints to growth, and other country-level economic work
  • Publications in applied economics or public policy
  • Ability to write effectively, particularly technical papers and studies, and an ability to write about economic policy for a non-technical audience
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
