1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: Director, BPBM
The following staff positions report to the Senior Budget and Management Services Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:
Lead and provide technical and procedural advice and significantly contribute to the coordination of budget formulation and implementation. Lead and provide technical advisory support for departments. Participate in the budget approval process. Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
- Planning and Budget Formulation
- Lead and support the preparation of budget documents.
- Lead and support analysis/negotiation of departmental requests for the annual budget, as assigned
- Budget Monitoring and Reallocation
- Lead and coordinate the preparation of year end reports.
- Lead and support the midyear budget review and the process of reallocating resources and reprioritizing programs.
- Address ad hoc requests from departments and offices with budget implications (i.e. staffing, reallocation, and other resource allocations), as assigned.
- Lead and identify opportunities for better resource utilization to gain cost savings and efficiency gains.
- Management Services
- Lead and undertake the preparation of the background papers, briefings required by Management and for Budget Review Committee (BRC) meetings and prepare a summary of the discussions held, as assigned.
- Lead the review of policy and strategy papers under preparation or revision, as assigned, and assess resource implications.
- Continuous Improvement
- Lead, review and recommend any changes to budget and cost information systems, policies and procedures to promote timeliness, accuracy and efficiency in gathering of information.
- Undertake or contribute substantially to the implementation of special projects for process and systems improvements.
- Staff Supervision
- Take the role of team leader and supervise the work of team members.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in business administration, accounting, finance, operations management, or related fields, preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of broad-based experience and knowledge in accounting and financial management
- Experience in operational departments of multilateral development organizations preferred
- Excellent oral and written communication skills in English
- International experience working in several countries

8. IMPORTANT INSTRUCTIONS:

in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,

must be prepared to serve in any location outside its Headquarters at
