1. IMMEDIATE REPORTING RELATIONSHIPS:

2. JOB PURPOSE:
Assist in supervising ADB’s funding transactions to ensure accurate and timely servicing of ADB’s debt. Assist the Client Services and Financial Products Group in maintaining relations with external stakeholders such as Governments of developing member countries (DMCs), ADB borrowers, and banks to undertake loan conversion requests. Contribute to implementing borrower training programs and introducing new financial products. Work within broad policies and objectives with supervision for unfamiliar or critical tasks.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Assist in monitoring, measuring and reporting funding operations.
- Front Office Support
- Assist in supervising the administration of debt service requirements of all ADB borrowings and swap transactions, including structured products.
- Check the correctness of bond and derivative data entered in Misys Summit treasury software.
- Confirm payments with counterparties and approve related payment instructions.
- Execute the call options on ADB borrowings and ensure ADB’s compliance to bond covenants.
- Liaise with Securities & Exchange Commission (SEC) and other regulatory authorities, underwriters, investors, and agents.
- Supervise the maintenance and integrity of funding management system.
- Assist in advising Front Office on new deal structures.
- Business Continuity
- Contribute to business continuity in the division.
- Assist in ensuring that debt service payments and new transactions can be processed during emergency situations.
- Client Services
- Assist in responding to inquiries from internal and external parties regarding ADB’s Ordinary Capital Resources (OCR) financial products.
- Undertake Libor Based Loan (LBL)-related conversion transactions in response to borrowers’ request.
- Assist in introducing new financial products and conduct periodic product review.
- Supervise the administration of all transactions undertaken on behalf of borrowers.
- Training and Borrowers Outreach
- Assist in conducting workshops on ADB financial products available to borrowers.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in Business Administration, Finance, or related fields, preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 6 years of relevant international experience in treasury operations with sound knowledge of the structure and functioning of bonds and derivatives, transaction management and debt servicing, including bond and swap documentation, financial and treasury risk management concepts, and financial mathematics
- Understanding and knowledge of debt market practices, regulatory procedures of international and regional capital markets; banking terminologies as well as financial policies, operations, and borrowing regulations of multilateral development and financing agencies
- Understanding and knowledge of clearing and settlement practices of international and domestic capital markets, various markets’ interest calculation practices, and the International Swaps and Derivatives Association (ISDA) terminologies and definitions
- Familiarity with new financial products and structured derivatives
- Knowledge of Misys Summit treasury system and Numerix application would be an advantage
- Excellent oral and written communication skills in English
- International experience working in several countries

8. IMPORTANT INSTRUCTIONS:

in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
