2. JOB PURPOSE:
Contribute technical inputs in the operation and maintenance of the legacy applications (running on Adabas/Natural and Sybase/SQLWindows) and Treasury software applications of the Asian Development Bank (ADB); assist in facilitating data conversion and migration of the legacy systems to Oracle platform; and support the operation and maintenance of newly developed application following the migration and replacement of legacy applications. Work within broad policies and objectives with supervision for unfamiliar or critical tasks.

3. EXPECTED OUTCOMES:
- Application Systems
- Assist in maintaining the documentation standards of the application systems, and respond to all audits of the applications and annual attestation.
- Contribute to ensuring that the availability and responsiveness of the application portfolio meets the goals and requirements of the organization.
- Provide the application support necessary for effective use of the systems.
- Contribute technical inputs to the design and implementation of selected and approved enhancements to the application software and productivity tools.
- Serve as advisor to OIST, and other departments/offices when needed.
- Participate in the development of long-range plans in information systems development, particularly the migration of the legacy systems to new platforms.
- Prepare plans for migrating the legacy systems to new platform and perform data conversion from the legacy systems to the Oracle platform.
- Contribute to the preparation of work plans and related documents for the attainment of cost-effective investment in the application portfolio.
- Assist in the planning and coordination of the acquisition and installation of all applications installed at remote locations, and maintain records pertaining thereto.
- Coordinate user support requirements with internal specialists and appropriate vendors.
- Participate in the development of software/hardware guidelines or procedures required by the information function of ADB.
- Recognize and identify potential areas where existing policies and procedures require change or where new ones need to be developed, especially regarding future business expansion.
- Ensure that all software problems are solved in a timely and efficient manner including participating in business continuity and disaster recovery operations.
- Assist in defining requirements definition for development of solutions by Solution Delivery Division.
- Maintain current knowledge of technical innovations in application development and support, and contribute to developing plans to utilize appropriate techniques and technologies in support of future changes to ADB business processes.
- Develop and maintain an effective working relationship with other departments, groups and personnel with whom work must be coordinated or interfaced.
- Contribute technical inputs to the application support teams and ADB, including being conversant with and cognizant of the future direction on system development, how that direction will impact ADB, and how current and future systems can be exploited for the benefit of ADB.
- Serve as a resource person for documentation and development of standards to facilitate the implementation of activities of the Solution Delivery Division.
- Work closely with other groups to coordinate current and future plans and activities including coordination and technical assistance to facilitate implementation of specific development projects that involve the computing environment, the coordination of software upgrades and the installation of new products.
- Maintain external links to other similar organizations to gain comparative assessment and share information, where appropriate.
- Monitor the inventory of installed and planned-to-be installed software applications.
- Participate in the development and maintenance of standards including: (a) documentation procedures, version control and change management for different applications; (b) quality assurance procedures for the release of new functionality; (c) identification of file maintenance standards and procedures; and (d) procedures for systems development to ensure that they do not conflict with enterprise needs and that any necessary interfaces are constructed.

6. EDUCATION REQUIREMENTS:
A university degree in computer science, information technology software engineering, business administration or related fields, preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 6 years of relevant experience with track record in management of large systems development and maintenance functions as well as of change management principles and techniques
- Experience on migrating legacy systems with data conversion to Oracle platform or ERP systems
- Working knowledge of Oracle ERP and/or other ERP systems will be an advantage
- Excellent oral and written communication and presentation skills in English
- International experience working in several countries

8. IMPORTANT INSTRUCTIONS:
