Title: Energy Specialist 
Department/Division: Pacific Department (PARD) / Pacific Operations Division (PAHQ) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Directors, Pacific Operations Divisions (PAHQ)

The following staff positions report to the Energy Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Formulate and articulate energy sector policy and strategies, engaging Pacific Developing Member Countries (PDMCs) governments in policy dialogue, and conducting ADB’s activities to support sector policy and reforms. Identify, develop, implement and administer loans, Technical Assistance (TAs) projects, and non-lending products and services (NLPS) in the energy sector. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Support the development of policy and strategies for the energy sector in assigned PDMCs, in consultation with relevant government agencies and Resident Missions (RMs).
  • Conduct policy dialogue and develop policy based programs to assist governments in undertaking energy sector reform, ensure efficient use of resources and encourage participation of the private sector.
  • Identify investment opportunities in the energy sector with governments for sustainable economic growth to support poverty reduction especially in rural areas.
  • Participate in country teams and provide sector inputs for Country Partnership Strategies.
  • Conduct economic, thematic and sector work in the context of sustainable economic development and poverty reduction.
  • Coordinate with RMs for consistency of approach, exchange of experiences, and continuous improvement of practices and integration of energy sector policy commitments to the management of projects.
  1. Project Management
  • Develop, process and administer loan and technical assistance (TA) projects in the energy sector, possibly with moderate to high levels of risk and complexity.
  • Liaise and coordinate with development agencies on program loans and investment projects.
  • Ensure key technical, economic, financial and crosscutting issues are incorporated into projects.
  1. Knowledge Sharing
  • Develop and maintain a suitable network in the energy sector to keep abreast of the latest developments and issues.
  • Contribute to activities for advocacy, dissemination and knowledge building around energy sector issues.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Directors Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Policy dialogue and development, project development and monitoring, knowledge sharing and capacity development
c. Internal Clients
   Support for operations coordination, project management, knowledge and information sharing. Team and mission management

6. EDUCATION REQUIREMENTS:
A university degree in engineering, economics, business administration or social sciences and other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in energy sector including renewable energy development, urban development and utility administration
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
