Title: Director General 
Department/Division: Pacific Department (PARD) / Office of the Director General, PARD (PAOD) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Vice-President, Operations 2 (VPO2)

The following staff positions report to the Director General, Pacific Department (PARD); Directors of Pacific Operations Division (PAHQ); Resident Representative of Special Office in Timor-Leste (SOTL); Country Director of Papua New Guinea Resident Mission (PNRM); and Regional Directors of Pacific Liaison and Coordination Office (PLCO); and Pacific Subregional Office (SPSO).

2. JOB PURPOSE:

Lead the planning, implementation and supervision of the department’s vision, goals, strategies and work plan in support of overall ADB goals and ensure that the efficiency, relevance and impact of ADB operations in the region is maximized. Oversee the quality of work, ensure the achievement of objectives of the department and continuously keep Senior Management informed of emerging developments, opportunities and challenges. Lead external and internal relations, coordination and consultation initiatives, and knowledge management activities for the department. Anticipate departmental resource requirements and efficiently allocate budget and resources. Manage a range of long term issues of strategic importance and with long term implications for the direction and performance of ADB.

3. EXPECTED OUTCOMES:
  1. Leadership and Strategic Management
  • Establish and cascade the department’s vision, goals, development strategies and key result areas (KRAs) in support of ADB’s goals and in compliance with ADB policies.
  • Lead the planning, implementation and supervision of departmental work plans and monitor the quality of output and the achievement of long term goals and annual objectives for the department.
  • Lead the strategic approach to the department’s knowledge management activities.
  • Manage the full range of human resource and staff management issues, including: recruitment; performance evaluation and improvement; training; and conflict resolution.
  1. Country Strategy and Programming
  • Ensure the formulation of a high quality, focused and aligned Country Partnership Strategy (CPS).
  • Provide guidance on the macroeconomic context for country strategy formulation.
  • Ensure full integration of the field offices (FOs) in Headquarters (HQ) work and that proper support is provided to heads of FOs for implementation of operational strategies.
  1. Portfolio Management
  • Oversee the design and processing of loan/technical assistance (TA) projects to ensure quality, innovation, results orientation, and compliance with ADB’s policies covering governance, resettlement, anti-corruption and other safeguards.
  • Ensure that the PARD portfolio is effectively managed, with specific focus on ensuring that all operations deliver clear and monitorable results.
  1. Regional Cooperation
  • Support regional cooperation and linkages with regional institutions as well as organize sub-regional working groups in support of ADB’s objectives for regional cooperation.
  1. External Relations and Coordination
  • Oversee effective relationships management, wide ranging policy dialogue and coordination with governments, development partners, civil society, and private sector groups in Developing Member Countries (DMCs) within area of responsibility.
  1. Internal Relations
  • Oversee effective relationship management and coordination with the Executive Board, Senior Management and other departments.
  • Continuously inform Senior Management of significant developments, emerging opportunities and challenges, and in providing timely recommendations accordingly.
  1. Department Operations Management
  • Facilitate effective department coordination and cooperation with other ADB departments and internal stakeholders.
  • Undertake the performance management of PARD, including motivation of department staff and handling of staff management issues.
  • Anticipate requirements for and efficiently manage the budget, resource allocation and utilization for the department.
  1. Staff Supervision
  • Create and lead multidisciplinary teams and ensure the overall quality of its work.
  • Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

5. KEY RELATIONSHIPS:
a. Supervisor
  Vice-President, VPO2 Undertake departmental work planning, oversee departmental operations, staff management issues, internal and external relations, performance feedback, results assessment, and personal development
b. External Clients
   Oversee private sector operations, policy dialogue, relationship management and consultation, knowledge sharing and information dissemination
c. Internal Clients
   Oversee departmental operations, coordination and cooperation, oversight of departmental works/projects, portfolio management, knowledge management and coordination

6. EDUCATION REQUIREMENTS:
A university degree; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 15 years of relevant professional experience in various sectors, country programming, macroeconomic analysis, project processing and administration
  • Superior management and leadership qualities
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
