Title: Economist (Public Finance)
Department/Division: Central and West Asia Department (CWRD) / Governance, Finance and Trade Division (CWGF)

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director
The following staff positions report to the economist (public finance): national officers and administrative staff.

2. JOB PURPOSE:

Lead, identify, develop, process and supervise loan and Technical Assistance (TA) projects to ensure economic soundness and consistency with ADB policies and strategies in public finance. Lead, review and develop economic policies and procedures for sound public finances. Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Lead and promote sound management of public finances through policy reforms, institutional changes and capacity building in governments of Developing Member Countries (DMCs).
  • Lead, identify and introduce innovative and good practices to facilitate public sector restructuring and to foster public-private partnerships in the financing and management of public services.
  • Lead and formulate implementation strategies for enhancing public finance and adopting medium term fiscal and expenditure frameworks for public service delivery through the different levels of government.
  • Lead and coordinate activities in public finance with DMCs government offices and other stakeholders, including multilateral and bilateral organizations, other donors, and civil society groups.
  • Lead and undertake economic and sector work on areas related to public finance.
  1. Project Management
  • Lead and undertake the development, design, and implementation of loan and TA projects for public finance.
  • Lead in the design and implementation of policy-based loan and TA operations focused on efficient and effective service delivery.
  • Provide substantial technical support to the processing and development of programs and projects focused on social services financing and delivery.
  1. Policy and Project Evaluation
  • Lead and undertake data collection, micro- and macro-economic, and social analyses for assessing the impact of policies, strategies and projects on the beneficiaries, financial sector, and the overall social and economic development of DMCs.
  • Evaluate the cost and benefits of projects as well as draw lessons for future projects.
  1. Knowledge Generation and Sharing
  • Lead, participate in and contribute to internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.
  1. Staff Supervision
  • Take the role of team leader and supervise the work of team members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

   Support for operations coordination, project development, implementation and compliance monitoring, knowledge sharing and capacity development, team and mission management

6. EDUCATION REQUIREMENTS:

A university degree in public sector economics, public finance and administration or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 10 years of relevant professional experience in public finance (planning, budgeting, auditing), or related area
  • Able to perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
