Title: Treasury Specialists 
Department/Division: Treasury Department (TD) / Funding Division (TDFD) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Assistant Treasurer, Funding Division (TDFD)
The following staff positions report to the treasury specialist: national officers and administrative staff

2. JOB PURPOSE:

Lead the monitoring and evaluation of funding opportunities in various bond markets with a view to raising cost efficient funds as part of the ADB’s annual borrowing program. Lead the structuring, negotiation, and execution of bond issues and swap transactions both in public and private placement markets. Work with both external (e.g., underwriters, rating agencies, regulators, external auditors) and internal parties such as the Department of External Relations (DER), Office of the Auditor General (OAG), Office of the General Counsel (OGC), and Risk Management Unit (RMU), to ensure all requirements relating to individual bond issues and related swaps are completed within set deadlines. Manages the ADB’s $5 billion Euro-commercial paper (ECP) program, including the review of cash flow projections and liquidity position, analysis of currency requirements across different loan products, formulation of issuance strategy, and execution of ECP transactions. Lead the implementation of the investor relations program and undertaking of annual due diligence meetings with underwriters and rating agencies. Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Funding Transactions
  • Lead the monitoring of funding opportunities in various bond markets, including the review of private placement proposals, and ensure that cost-efficiencies and strategic objectives achievable in those markets are consistent with ADB’s borrowing program.
  • Cultivate and maintain relationships with banks to ensure proactive and comprehensive coverage across various markets and products.
  • Co-manages ADB’s $5 billion ECP program, including the review of cash flow projections and liquidity position, and analysis of currency requirements and allocation of borrowings across different lending windows.
  • Formulate the short-term funding strategy in coordination with various divisions within the Treasury Department (TD).
  • Lead the monitoring of short-term funding requirements for bridge-financing and market-presence purposes.
  • Executes ECP issuances and related forward exchange rate contracts, including negotiations of terms and conditions with dealers and counterparties.
  • Lead the review, negotiation, execution and finalization of funding transactions with underwriters, ensuring that the terms and conditions of the borrowing and swap transactions are accurate and consistent with ADB’s policies and interests.
  • Lead the preparation of various borrowing documents requiring Management approval and intended for Board information, ensuring that the rationale for undertaking such transactions are communicated clearly and thoroughly.
  • Initiate, lead and process documentation related to government approvals for ADB to undertake borrowing transactions, ensuring that such approvals are consistent with ADB’s policies and borrowing program objectives.
  • Lead, coordinate and facilitate the documentation of new borrowings and swap transactions, with internal (e.g.,OGC, RMU, OAG, Controller’s Department [CTL]) and external parties, such as external auditors, rating agencies, underwriters and swap counterparties, ensuring timely and accurate completion of such documents.
  • Lead, monitor, execute and finalize other types of funding transactions, such as direct borrowings and related swap transactions.
  • Lead, coordinate and review with OGC the required documentation for such transactions as these are issued off stand-alone documentation.
  • Lead the timely and accurate preparation of ADB’s Information Statement and prospectuses/offering circulars for new borrowings, ensuring the accuracy of information contained therein, with regards to ADB’s policies, operations and financial indicators as such documents are provided to external parties like underwriters, regulatory authorities, rating agencies, stock exchanges, fiscal agents and investors.
  1. Liability Management Transactions
  • Lead in monitoring, analyzing and executing liability management transactions, such as buying back ADB’s bonds that generate cost savings for ADB as well as provide liquidity for ADB’s bonds in the secondary market, ensuring that such transactions are appropriately priced and settled.
  1. Knowledge Management
  • Facilitate the annual due diligence visits by credit rating agencies and lead the review of their reports on ADB, ensuring that ADB’s policies and operations are accurately and appropriate reflected in their ratings report.
  • Undertake investor roadshows to develop and maintain relationships with key institutional investors by regularly educating and updating them about ADB and its activities, ensuring that marketing presentations are constructive, relevant and comprehensive.
  • Contribute to the annual Borrowing Program paper by leading the review and analysis of the previous year’s borrowing strategy and transactions as well as a prospective outlook on the incoming year’s funding strategy, taking into account the size of the borrowing program.

5. KEY RELATIONSHIPS:
a. Supervisor
  Assistant Treasurer Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Liaise with bankers to ensure proactive and comprehensive coverage across products and markets to facilitate achievement of cost-efficient borrowing transactions; close coordination with rating agencies to ensure that ADB is accurately and appropriately represented and reflected; develop and maintain relationships with key institutional investors to keep them engaged with ADB in terms of participation in ADB’s funding transactions.
c. Internal Clients
   Coordinate and facilitate with CTL, OAG, OGC, and RMU to ensure that new borrowings and swap transactions are documented accurately and appropriately; coordinate within TD to ensure an accurate review of cash flow projections and liquidity position and currency requirements across different loan products.

6. EDUCATION REQUIREMENTS:

A university degree in Finance, Accounting, Business Administration or related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years relevant experience
  • Excellent oral and written communication skills in English
  • International experience working in several countries
