Title: Economists (Research) 
Department/Division: Economics and Research Department (ERD) / Economic Analysis and Operations Support Division (EREA) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Assistant Chief Economist, EREA
The following staff positions report to the economist: national officers and administrative Staff

2. JOB PURPOSE:

Support and advise operations in strengthening the economic base, relevance and value of ADB’s financing programs and projects in Developing Member Countries (DMCs) in support of ADB’s goal of poverty reduction. Undertake impactful research and analytical work. Contribute to capacity building and knowledge sharing initiatives regarding economic analysis principles and methods. Work within general policies, principles and goals, having freedom to work with clients.

3. EXPECTED OUTCOMES:
  1. Operations Support Advisory Services
  • Support country and project teams in the review of operations and policy documents at the design stage, in particular for the energy sector.
  • Provide advice to strengthen the economic base of country and sector strategy studies and of policy and investment operations, including participation in relevant operational missions for complex projects.
  • Lead projects and assignments involving moderate to high levels of risk with many variables, requiring constant review of deliverables and process, and multi-discipline including those outside own field of expertise.
  • Perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines.
  1. Policy and Project Economic Analysis Research
  • Lead in the development and conduct of adaptable research and analytical work on methodologies for country and sector diagnosis and project economic analysis.
  • Lead in the dissemination of research outputs through good practice papers.
  1. Learning Programs
  • Significantly contribute in the development and delivery of learning programs to raise the awareness of economics among ADB staff and encourage pertinent application of economic principles and methods in ADB operations.
  1. Staff Supervision
  • Take the role of team leader and supervise the work of team members
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Assistant Chief Economist Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Project design, knowledge sharing
c. Internal Clients
   Technical guidance and advice, research on good practices, knowledge sharing and capacity building

6. EDUCATION REQUIREMENTS:

A university degree in economics with specialization in public sector economics, development economics and/or at least one of the main sectors of ADB’s operations or of similar multilateral development organizations; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in development studies and operations, training in economics, research publications, developing country strategies or other related area
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
