Title: Guarantees and Syndications Specialist 
Department/Division: Office of Cofinancing Operations (OCO) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, Office of Cofinancing Operations (OCO)
The following staff positions report to the guarantees and syndications specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Lead in promoting direct value-added financing partnerships and cofinancing arrangements by issuing credit guarantees and originating, structuring, pricing, executing, and syndicating debt and credit guarantees for capital market and/or infrastructure transactions for ADB’s non-sovereign (commercial/corporate) and sovereign clients. Lead and mobilize financing and risk sharing capacity from international and local financing partners in the public or private sectors in support of capital market and infrastructure transactions. Work with other institutions to effectively support loan and guarantee syndications and assist in managing syndicated loans and guarantees. Work with general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Assist the regional departments (RDs) and lead in formulating direct value-added cofinancing strategies for Country Partnership Strategies (CPSs).
  • Assist the operational departments and lead in identifying opportunities requiring direct value-added commercial cofinancing.
  • Lead in advising on appropriate cofinancing structures for transactions involving moderate to high levels of risk and potential financing partners during project design and program formulation.
  • Lead in recommending improvements to ADB’s cofinancing policies, guidelines and practices.
  1. Project Management
  • Lead in advising on direct value added cofinancing structures and identify financing partners during transaction design.
  • Support teams at the Private Sector Operations Departments (PSOD) and the RDs for projects with cofinancing from commercial sources.
  • Lead in identifying, structuring, executing, and syndicating/distributing direct value-added cofinancing (including guarantees and syndications) for complex transactions involving ADB’s non-sovereign and sovereign clients in the infrastructure and financial sectors.
  • Work with other financing partners to effectively support loan syndications.
  • Lead in advising governments of developing member countries (DMCs) and/or executing agencies on employing credit enhancement structures.
  • Lead and support the administration of transactions with guarantees and syndicated loans, including maintaining adequate documentation.
  1. Business Development
  • Lead in mobilizing commercial cofinancing through the application of guarantees and syndication arrangements.
  • Lead in promoting innovative application of cofinancing and risk sharing structures and arrangements for more effective resource mobilization and market development.
  • Work closely with the operational departments in mobilizing external resources for debt financing.
  • Lead in building financing partnerships with major commercial lending agencies and investment banks, institutional investors, and the commercial arms of multilateral and bilateral agencies.
  • Lead in building awareness of syndication opportunities.
  1. Knowledge Management
  • Lead in increasing awareness of ADB’s credit enhancement operations among other financing parties and ADB staff.
  • Lead and prepare staff instructions on Syndications.
  • Lead in maintaining knowledge of emerging best practices in loan and guarantee syndications.
  • Lead the preparation and running of related in-house seminars and workshops, updates of commercial cofinancing transaction briefs, manuals, brochures and other publications.
  1. Staff Supervision
  • Take the role of a team leader and supervise the work of team members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

a. Supervisor

   Opportunity identification, negotiating cofinancing arrangements, project management, monitoring and reporting, business development, fostering partnerships
c. Internal Clients
   Support for cofinancing strategies and opportunities, continuous improvement of cofinancing policy, project management, business development, knowledge sharing

6. EDUCATION REQUIREMENTS:

A university degree in business, finance, or related fields; preferably at post graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional work experience in project and/or structured finance, including hands-on experience in originating, structuring, executing, and syndicating loans and project finance transactions for infrastructure and/or financial sectors projects
  • Demonstrated ability to negotiate with financing parties, project sponsors, and governments
  • Proven strong analytical capabilities, particularly in credit evaluation and risk mitigation
  • Has strong demonstrated leadership qualities, and strong interpersonal skills
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
