2. JOB PURPOSE:
Lead, identify, develop, implement and administer loans, Technical Assistance (TA) projects, and non-lending products and services (NLPS) in the governance thematic area. Lead and contribute to the development of governance policy in the National Poverty Reduction Strategies of the Developing Member Countries (DMCs), and evaluate project impact on poverty reduction. Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Lead and provide information and analyses towards the development of country and sector-level policy and strategies on governance issues in DMCs in consultation with relevant government agencies and Resident Missions (RMs).
- Lead and undertake the preparation of government assessments and analysis of key governance issues, poverty reduction strategies, and promote a high profile for governance issues and commitments in ADB TA and lending operations.
- Contribute substantial information and analyses to interdepartmental working groups on governance.
- Contribute substantially to the country performance assessment exercise.
- Project Management
- Lead, develop, process and administer loan and TA projects in the governance thematic area.
- Lead and identify opportunities for ADB assistance projects aimed at operationalizing governance policies.
- Lead and integrate ADB’s policies and guidelines in project design and implementation.
- Provide substantial advice to executing agencies on project preparation.
- Knowledge Sharing
- Lead, participate in and contribute to internal and external training and conferences on governance and other activities for advocacy, dissemination and knowledge building.
- Coordinate with staff in field offices to ensure consistency of approaches, exchanges of experience and continual improvements in the quality of practice.
- Support field offices in upgrading their knowledge of ADB’s governance policy and its implications, and to better integrate these policy commitments in the management of TA and loan projects through appropriate national networks and forums.
- Participate in governance and capacity building committee and network activities, and act as the focal point for all governance-related issues in the assigned regional department.
- Staff Supervision
- Take the role of team leader and supervise the work of team members.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in economics/political economy, development management, political science, public finance, law, social science or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of relevant professional experience in the governance, policy formulation or related area
- Able to perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines
- Excellent oral and written communication skills in English
- International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,

must be prepared to serve in any location outside its Headquarters at
