Title: Economist (Banking and Capital Markets)
Department/Division: Various Departments

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director
The following staff positions report to the economist (banking and capital markets): National Officers and Administrative Staff

2. JOB PURPOSE:

Lead and provide technical inputs and analyses in the identification, design, development, processing and evaluation of loan and Technical Assistance (TA) projects and ensure economic soundness and consistency with policies and strategies. Lead and undertake activities to administer loan and TA projects, and non- lending products and services (NLPS) in the financial sector with a focus on banking and capital markets. Lead and contribute to the development and evaluation of financial sector policy in developing member countries (DMCs). Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Lead and provide information and analyses in the development of policies, strategies and innovative, participatory approaches to further development in the financial sector covering banking and capital markets in the context of sustainable economic development and poverty reduction.
  • Lead economic and sector work such as the identification and analysis of financial sector development trends, economic analysis for regional and DMC specific sector studies and technical assistance, etc.
  • Lead in providing technical inputs for country programming and contribute to the development of Country Partnership Strategies (CPSs) and Updates.
  • Contribute substantially to interdepartmental working groups on banking and capital market issues, and participate in country teams.
  1. Project Management
  • Lead economic analysis and provide technical inputs for the identification, design, development, and processing of loan and TA projects in the Division's regional member countries consistent with policies and strategies to further development in banking and capital markets.
  • Lead and participate in missions and other activities for the administration of sector and program loan and TA projects especially in relation to banking and capital markets.
  1. Policy and Project Evaluation
  • Contribute substantially to data collection, micro- and macro- economic, and social analyses for assessing the impact of policies, strategies and projects on the beneficiaries, the financial sector, and on the overall social and economic development of DMCs.
  • Lead in evaluating the cost and benefits of projects as well as draw lessons for future projects.
  1. Knowledge Sharing
  • Lead and participate in sector and thematic networks around the financial sector and related issues to keep abreast of latest developments and issues.
  1. Staff Supervision
  • Take the role of team leader and supervise the work of team members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Director Work planning, performance feedback, results assessments, and personal development
b. External Clients
   Policy analyses and development, project development, implementation and monitoring, knowledge sharing and capacity development
c. Internal Clients
   Support for operations coordination, project management, knowledge and information sharing. Team and mission management

6. EDUCATION REQUIREMENTS:

A university degree in economics, preferably with specialization in the financial sector or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in the financial sector as well as exposure in the full project cycle (i.e. programming, project processing to project administration)
  • Able to perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
