Title: Natural Resources Management Specialist 
Department/Division: Various Departments 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Directors
The following staff positions report to the natural resources management specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Lead and provide guidance for analyses in the identification, design, development, processing and evaluation of loan and Technical Assistance (TA) projects to ensure economic soundness and consistency with policies and strategies to further development in the agriculture, water and natural resources development. Lead and undertake activities to administer loan and TA projects, and non-lending products and services (NLPS) in support of ADB’s goal of reducing poverty. Contribute to policy, development and evaluation of agriculture, water and natural resources sectors. Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Lead in supporting the development of policies and strategies to further development in the agriculture, water and natural resources sectors, in the context of environmentally and socially sustainable agricultural development and rural poverty reduction.
  • Conduct dialogue with government officials and external donor agencies on agriculture, water and natural resources sectors policy and reform.
  • Participate in country team and provide substantive technical inputs and analyses for country programming and contribute to the development of Country Partnership Strategy (CPS) and Business Plans.
  • Conduct economic, thematic and sector work in the context of environmentally and socially sustainable economic development and poverty reduction.
  • Actively coordinate with Headquarters (HQ) sector divisions for consistency, integration of policy commitments, and knowledge sharing.
  1. Project Management
  • Lead in the development, processing and administration of loan and technical assistance (TA) projects in agriculture, water and natural resources sectors, possibly with moderate to high levels of risks and complexity.
  • Liaise with development agencies and partners on collaborative work around agriculture, water and natural resources sectors development.
  • Ensure key technical, economic, financial and crosscutting issues are incorporated into projects.
  • Coordinate with Government on management of ADB-assisted programs and projects in the sector.
  1. Knowledge Sharing
  • Participate in sector and thematic networks in the agriculture and natural resources sectors and related issues to keep abreast of latest development and issues.
  • Substantially contribute to activities for advocacy, dissemination and knowledge building around agriculture, water and natural resources sector issues.
  1. Staff Supervision
  • Take the role of mission leader and supervise the work of mission members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Directors Work planning, performance feedback, results assessment, and personal developments; technical and sectoral policy and operational issues in the agriculture and natural resources sectors
b. External Clients
   Policy analyses and development, project development, implementation and monitoring, knowledge sharing and capacity development
c. Internal Clients
   Support for operations coordination, project management, knowledge and information sharing. Team and mission management

6. EDUCATION REQUIREMENTS:

A university degree in natural resource management, agriculture, water resources engineering or related disciplines; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in the agriculture, water and natural resources sectors as well as exposure to the full project cycle (i.e., programming, project processing to project administration)
  • Able to perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
