2. JOB PURPOSE:
Oversee the conduct of evaluation studies, particularly more complex evaluations at corporate, country and sector levels, with focus on ADB’s Strategy 2020 related sector/subsector level assistance program evaluations. Draw lessons from evaluation studies and their implications for improving development effectiveness of ADB operations. Provide intellectual leadership in evaluation methodology development and applications, and disseminate findings and lessons to increase awareness and use of development knowledge in ADB and developing member countries (DMCs). Oversee and provide operational support to ensure lessons from evaluations are incorporated in country partnership strategy (CPS), sector strategy and policy formulation; lending, grant project, and Technical Assistance (TA) design; and improve the quality of projects. Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.

3. EXPECTED OUTCOMES:
- Operations Evaluation
- Oversee the conduct of complex evaluation studies, infrastructure sector assistance program evaluations, and special evaluation studies on selected themes, policies and strategies.
- Oversee and contribute substantially in the development, pilot testing and adoption of innovative methodologies to evaluate the impact and effectiveness of ADB’s policies and strategies, lending operations and knowledge based products.
- Oversee/undertake the preparation of country and sector syntheses of evaluation findings that are judged to be useful by ADB staff on the operational side of ADB so that ADB becomes more of a learning organization in terms of using the Operations Evaluation Department’s (OED‘s) findings to improve the design and reduce the risks associated with future policies, strategies and operations.
- Operations Support
- Review and provide substantial advice on loan, grant and TA project design to ensure that lessons from evaluations are incorporated to improve the quality of new projects, design and monitoring framework follows established guidelines, proposed monitoring and evaluation systems are robust, project economics is sound, and the likelihood of project sustainability is strong.
- Review and provide substantial advice on proposed operational policies, procedures, and CPS and operational programs of ADB in light of evaluation findings and development context.
- Capacity Building
- Oversee and/or contribute to the development, processing and administration of DMC evaluation capacity building TAs to strengthen project performance management and evaluation capacity possibly with moderate to high levels of risk and complexity, and work jointly with others ADB colleagues and DMC government officials.
- Oversee and develop strategies and programs to strengthen the self evaluation capacity of ADB departments.
- Knowledge Management
- Oversee, foster knowledge sharing and disseminate evaluation findings and lessons to increase awareness and use of knowledge in ADB.
- Oversee OED’s internal peer review process and demonstrate intellectual leadership in OED2 activities.
- Contribute substantially from an OED perspective to ADB wide initiatives such as Managing for Development Results (MfDR) and the Reform Agenda.
- Staff Supervision
- Create and lead multi-disciplinary teams and ensure the overall quality of its work.
- Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development.

6. EDUCATION REQUIREMENTS:
A university degree in Development Economics, Business, Engineering or related fields; preferably at post graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 12 years of relevant professional experience in operational, economic and technical aspects of assistance to developing economies and/or project preparation, appraisal, management, administration and evaluation of infrastructure project, country and sector level assistance program formulation, related policy dialogue and/or country program implementation in DMCs
- Excellent oral and written communication skills in English
- International experience working in several countries

8. IMPORTANT INSTRUCTIONS:

countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
