Title: Senior Country Specialist 
Department/Division: Pacific Department (PARD) / Pacific Subregional Office (SPSO) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Regional Director, Pacific Subregional Office (SPSO).

The following staff positions report to the Senior Country Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Lead, contribute and provide support for the formulation of the Country Partnership Strategy (CPS), Country Operations Business Plan (COBP) and mid-term progress review and subsequent implementation in line with the development plans of the Pacific developing member countries (PDMCs) covered by SPSO (Cook Islands, Fiji Islands, Kiribati, Samoa, Tonga, and Tuvalu) and ADB’s medium and long-term strategic frameworks. Undertake donor coordination activities and regional/subregional activities for PDMCs. Provide support for sector divisions in the identification, design, processing and administration of loans, Technical Assistance (TAs) projects, and non-lending products and services (NLPS) to contribute to ADB’s goal of reducing poverty. Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Country Strategy and Programming
  • Lead the formulation, implementation, review and revision of ADB’s operational program in SPSO’s countries and ensure alignment of ADB operations with SPSO’s countries development plans and ADB’s medium and long-term strategic frameworks.
  • Serve as the focal point in ADB on operational matters during the course of the country program implementation relating to SPSO’s countries, including the provision of regular updates on critical operational issues to the Pacific Department’s (PARD’s) Management Team.
  • Regularly appraise peers and Management on SPSO’s countries’ programs and their implementation, and lead the preparation of briefing papers for use by Management.
  • Lead the ADF country performance assessment for SPSO’s countries.
  • Lead the identification of key operational and countryside issues to be addressed in ADB’s policy dialogue.
  1. Project Processing and Management
  • Lead and support sector divisions in the design, processing and administration of both delegated and non-delegated loan and TA projects, ensuring that ADB’s cross cutting concerns are appropriately addressed.
  • Provide advice and guidance to executing and government agencies in resolving project/program implementation problems in coordination with sector divisions.
  • Lead the processing and implementation of policy-based loans and relevant TAs under the responsibility of SPSO as assigned.
  1. Economic, Thematic and Sector Work
  • Appraise peers and Management as appropriate with economic, social, bureaucratic and political structure of SPSO countries.
  • Lead the planning and implementation of SPSO’s knowledge work in general including their overall administration.
  • Lead, review and ensure the quality of analyses of CPS-related diagnostic assessments (e.g., governance assessment, poverty assessment) and other economic and sector work such as annual reports, Asian Development Outlook (ADO) and TA reports.
  • Lead the preparation and updates of country and sector notes as part of the knowledge management program of SPSO.
  1. Stakeholder and Donor Coordination
  • Lead, establish and maintain cordial and effective relations with senior Government officials and serve as the principal communication link between SPSO’s countries and ADB in resolving programming issues.
  • Serve as the focal point in donor coordination, and lead the preparation for and participation in the overall Consultative Group process, as well as that for various development partner groups fora as appropriate.
  • Lead the work to enhance SPSO’s outreach and external relations activities through active involvement in planning and implementation of related tasks.
  1. Regional Cooperation
  • Support Headquarters (HQ) staff in supervising regional cooperation initiatives in SPSO’s countries.
  • Support the Regional Director in maintaining good relationships with the diplomatic corps particularly from countries resident in the Fiji Islands.
  1. Staff Supervision
  • Take the role of team leader and supervise the work of team members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Regional Director Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Policy analyses and development, project development, implementation and monitoring, knowledge sharing and capacity development
c. Internal Clients
   Support for operations coordination, project management, knowledge and information sharing. Team and mission management

6. EDUCATION REQUIREMENTS:
A university degree in economics, political science, public policy, public administration or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in development planning and policy formulation, implementation and coordination, project administration, or related areas
  • Thorough knowledge and familiarity with multilateral development bank’s operational policies and procedures
  • Good negotiation skills and familiarity with major sectoral development and issues, including cross-cutting and social sector concerns
  • Knowledge of the economic, administrative, political and social structures of the PDMCs covered by SPSO and the Pacific region will be an advantage
  • Excellent oral and verbal communication skills in English
  • International experience working in development in several countries, preferably including the countries in the South Pacific Region

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
