Title: Treasury Specialist 
Department/Division: Treasury Department (TD) / Funding Division (TDFD) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to the: Assistant Treasurer, TDFD

The following staff positions report to the Treasury Specialist: National Officers and Administrative Staff.

2. JOB PURPOSE:

Monitor and contribute in taking advantage of funding opportunities in various capital markets with particular focus on local currency bond markets in line with ADB’s annual borrowing program to optimize resources. Formulate funding strategy and execute individual borrowings, including public offerings, structured private placements, retail-targeted transactions. Design and implement funding strategy in local currency issuance and swaps. Contribute to discussions with governments and regulators to ensure receipt of necessary approvals for funding transactions. Maintain relations with external stakeholders such as credit rating agencies, underwriters, investors, governments, and regulators to facilitate opportunities. Provide support in monitoring, measuring and supervising the reporting of funding operations. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Design funding strategy in various markets to support the implementation of the annual borrowing program.
  • Plan and determine local currency funding requirements in various markets in coordination with operations staff.
  • Monitor, measure and provide management reports and analyses for funding operations.
  1. Funding Operations
  • Implement funding strategy in various capital markets in line with the ADB’s annual borrowing program to optimize resources available.
  • Monitor, evaluate, and respond to funding opportunities across markets and structure and execute individual borrowings and swap transactions to raise low cost funds.
  • Design and implement funding strategy in local currency capital markets in keeping with the objectives of supporting lending operations and contributing to market developments.
  • Organize, plan, and coordinate bond issuance, including underwriter selection, negotiation of terms and conditions, execution, road shows, clearing and settlement, and documentation.
  • Participate substantially in discussion with governments and regulators to ensure receipt of necessary approvals and exemptions for funding transactions.
  • Undertake liability management transactions such as market repurchases of ADB bonds and swap transactions.
  • Provide advice and support in the processing of local currency loans and guarantees.
  1. External Liaison
  • Conduct investor road shows and due diligence meetings with underwriters and rating agencies in connection with local currency bond issuance.
  • Ensure good relations with banks, investors, governments, and regulators in local currency markets.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Asst. Treasurer Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Monitoring, evaluating, and responding to funding opportunities and structuring and executing borrowings and swap transactions; assisting in investor road shows; coordinating and arranging ratings for bond issues; ensuring receipt of necessary governmental and regulatory approvals
c. Internal Clients
   Monitoring, measuring and management reporting on funding operations

6. EDUCATION REQUIREMENTS:
A university degree in Business Administration, Finance, or related fields, preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant international experience in treasury operations with sound knowledge of the structure and functioning of bond and derivative markets in both major and local currencies, underwriting, distribution and trading of fixed income securities, financial and treasury risk management concepts, investment practices and assets preferences of institutional investors and fund managers, and financial mathematics
  • Excellent oral and written communication skills in English
  • International experience working in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
