Title: Senior Economist 
Department/Division: Strategy and Policy Department (SPD) / Office of the Director General, SPD (SPOD) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to:
Director, Special Projects and Performance-Based Allocation (PBA), SPOD

The following staff positions report to the Senior Economist: National Officers and Administrative Staff.

2. JOB PURPOSE:

Lead macroeconomic analyses and the preparation of debt sustainability analysis (DSA) for selected countries with access to the Asian Development Fund (ADF) in support of the implementation of the ADF grant framework and ensure their quality. Cooperate with country economists and staff from the International Monetary Fund (IMF) and the World Bank in the preparation of DSAs for all ADF countries. Prepare training programs on DSAs for ADB staff and client country authorities. Liaise with IMF and the World Bank on debt sustainability and debt management issues. Work within general policies, principles and goals of the ADB, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Debt Sustainability Analysis
  • Lead and represent ADB in DSA related missions to ADF eligible countries
  • Contribute substantially to country economic analyses and the preparation of DSAs in collaboration with country economists and staff of IMF and World Bank.
  • Lead the preparation of DSAs for countries with access to ADF that are not members of IDA.
  • Provide advice on quality and policy compliance to Director, Special Projects and PBA, SPOD.
  1. Policy and Strategy
  • Lead and provide technical support in the review and development of policies related to debt sustainability and debt management in client countries, including the ADF grant framework.
  • Lead and provide technical support in the implementation of the ADF grant framework, particularly the application of DSA results to determine grant eligibility.
  1. Capacity Development
  • Lead, develop and implement training programs on DSAs for ADB staff and client country authorities.
  • Participate in technical meetings of international financial institutions on DSAs and debt management.
  1. Staff Supervision
  • Take the role of team leader and supervise the work of team members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

- Able to lead others to solve complex problems using technical knowledge and skills in macroeconomic and debt sustainability analysis and quantitative techniques in relation to DSAs and debt management in a team leadership role.
- Applies a high level of technical expertise in work in preparing DSAs and advising country economists in the preparation of DSAs
- Uses technical expertise to train others in the use of DSA tools

5. KEY RELATIONSHIPS:
a. Supervisor
  Director, Special Projects and PBA, SPOD Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Participation in DSA preparation and international finance institutions meetings and activities relating to DSA and debt management
c. Internal Clients
   Cooperation, technical support and advice for country economists in preparation of DSAs, review of DSAs, technical support on debt management, monitoring of DSA linkages to country strategies, business plans, and allocation of ADF assistance

6. EDUCATION REQUIREMENTS:
A graduate degree in economics or related fields; preferably at Ph.D level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional work experience with a strong background in quantitative macroeconomic analysis, preferably with experience in sovereign debt analysis
  • Excellent interpersonal skills and ability to lead teams of professionals
  • Excellent oral and written communication skills in English
  • International experience working in several developing countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
