1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: Director, Transport and Communications
Division (SATC)
The following staff positions report to the Social Development Specialist:
National Officers and Administrative Staff.

2. JOB PURPOSE:
Identify, develop, implement and administer loans, Technical Assistance
(TA) projects, and non-lending products and services (NLPS) in the assigned
transport and communications sector, ensuring compliance with social
safeguards. Contribute to the development of policy and strategies addressing
social development and protection in the assigned transport and communications
sector in developing member countries (DMCs.) Work with board policies
and objectives, working directly with clients, with supervision for
critical tasks.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Provide information and analyses towards the development of sector
policy and strategies, with proper consideration for the impact on
social development and protection, particularly on themes around addressing
involuntary resettlement, indigenous people, gender and development
in DMCs in consultation with relevant government agencies and Resident
Missions (RMs).
- Contribute information and analyses for economic and sector work
and interdepartmental working groups on social development and protection.
- Project Management
- Undertake the development, processing and administration of non
complex loan and TA projects and proposal suitable for funding under
the Japan Fund for Poverty Reduction (JFPR) in the assigned sector,
ensuring compliance with social safeguards.
- Identify opportunities for ADB assistance projects aimed at operationalizing
social safeguards.
- Integrate ADB’s policies and guidelines in the design and
implementation.
- Provide advice to executing agencies on project preparation.
- Knowledge Sharing
- Participate in and contribute to internal and external training
and conferences on social development and protection, particularly
on themes around addressing involuntary resettlement, indigenous people,
gender and development as well as to other activities for advocacy,
dissemination and knowledge building.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in sociology, economics, or other related
fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level.
- At least 8 years of relevant professional experience in social development
and protection including poverty-related issues across social sectors,
or related area as well as in project processing and administration
- Working knowledge of the operations of bilateral and multilateral
development organizations and governments
- Experience in application of bilateral and multilateral development
bank’s policies and procedures for social safeguards
- Excellent oral and written communication skills in English.
- International experience working in development in several countries
in Asian or Pacific countries, preferably South Asian countries

8. IMPORTANT INSTRUCTIONS:

in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,

must be prepared to serve in any location outside its Headquarters at
