1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: Assistant Controller, CTLA
The following staff positions report to the Financial Control Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:
Assist in supervising the processing of loan, grant and technical assistance (TA) disbursement claims and contribute to portfolio monitoring. Assist in ensuring disbursement arrangements for proposed projects are compliant with ADB disbursement policies. Work within broad policies and objectives with supervision for unfamiliar or critical tasks.

3. EXPECTED OUTCOMES:
- Loan Disbursements
- Assist in supervising the processing of loan and TA disbursement claims in coordination with Resident Missions (RMs) and Representative Offices (ROs) under the section’s responsibility to ensure timeliness and accuracy
- Participate in technical discussions and loan negotiations to ensure disbursement arrangements for proposed TA and loan projects are compliant with ADB disbursement policies.
- Ensure the timely resolution of disbursement issues in coordination with concerned departments and stakeholders.
- Participate in or conduct loan disbursement missions to verify statements of expenditure (SOEs) and resolve disbursement issues.
- Ensure the proper liquidation of long outstanding advances, reconciliation of suspense and imprest accounts, and the timely closure of completed loans and TAs.
- Loan/TA Portfolio Review
- Monitor loan/TA effectiveness, disbursement ratio, imprest account ratio, counter part funding issues and loan closing for the assigned portfolio of loans.
- Knowledge Sharing
- Assist in providing training to executing agencies (EAs), RM/RO staff to ensure familiarity and the proper implementation of applicable policies and procedures of the Controller’s Department (CTL).
- Represent CTL on bankwide activities, working groups and committees as assigned.
- Internal Controls and Systems
- Assist in the review and recommend accordingly any changes to disbursement systems, policies and procedures to promote timeliness, accuracy and efficiency in processing while maintaining appropriate internal controls.
- Undertake or contribute to the implementation of special projects for process and systems improvements.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in accounting, finance, business, preferably at post-graduate level or its equivalent, with a professional certification, such as CPA or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 6 years of broad-based professional experience in accounting and financial control
- Excellent oral and written communication skills in English
- International experience working in several countries
|
8. IMPORTANT INSTRUCTIONS:

in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,

advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
