Title: Principal Results Management Specialist 
Department/Division: Strategy and Policy Department (SPD) / Results Management Unit (SPRU) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to:
Head, SPRU

The following staff positions report to the Principal Results Management Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Oversee and provide high-level support on behalf of SPRU in relation to the implementation of ADB’s Action Plan to Manage for Development Results (MfDR). In particular, oversee SPRU’s initiatives to identify, design, and implement improved systems and procedures at global best practice standards associated with the deployment of ADB’s new Results Framework, including the Asian Development Fund (ADF) Results Framework and the Country Development Effectiveness Briefs and the issuance of ADB’s new Development Effectiveness Review. In addition, oversee SPRU’s inputs in relation to ADB’s annual Work Program and Budget Framework (WPBF), including the design, monitoring and reporting on WPBF indicators. Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.

3. EXPECTED OUTCOMES:
  1. Managing for Development Results
  • Oversee the implementation of ADB’s MfDR Action Plan and SPRU’s related work program, particularly in the SPRU’s contributions to the corporate level MfDR instrument, including ADB’s Results Framework, ADF Results Framework, the Development Effectiveness Review, Country Development Effectiveness Briefs, the Three-Year Work Program and Budget Framework and ADB’s Annual Report.
  • Ensure SPRU provides substantive contributions in relation to the development of MfDR tools and good practices.
  • Provide effective support to Head, SPRU, in the management of SPRU
  1. Project Management
  • Oversee and supervise SPRU’s inputs in relation to the design, drafting, finalization and publication of ADB’s new Development Effectiveness Review and any related documentation, including effective liaison with other concerned Departments and Offices in ADB.
  1. Knowledge Management
  • Oversee and ensure that key features of all corporate level MfDR instruments are disseminated throughout Departments and Offices in ADB, including through papers, materials, articles, contributions to ADB’s Learning & Development curriculum for MfDR and through the conduct of appropriate seminars, workshops, training and similar information programs.
  • Provide advice and recommendations to senior staff on all corporate level MfDR instruments.
  • Provide high-level support to Head, SPRU in preparing written reports related to ADB’s MfDR Action Plan, particularly in relation to the corporate level MfDR instruments.
  1. Staff Supervision
  • Create and lead multidisciplinary teams and ensure the overall quality of its work.
  • Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

4. CORE COMPETENCIES:

- Applies a high level of technical expertise in work in relation to MfDR implementation and mainstreaming in ADB

- Focuses own and other efforts on understanding and meeting client needs under the MfDR Action Plan, particularly Management and concerned Departments and Offices in ADB, in relation to the implementation of MfDR at the corporate level

5. KEY RELATIONSHIPS:
a. Supervisor
  Head, SPRU Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Liaison and interaction with shareholders and ADF donors and prospective donors
c. Internal Clients
   Provide advice and assistance in relation to implementation of the MfDR Action Plan; support for the preparation of corporate level MfDR instruments, including results frameworks, the Development Effectiveness Review and the Country Development Effectiveness Briefs. Collaboration on the WPBF with the Management Support Division (SPMS) and Budget, Personnel, and Management Systems Department (BPMSD)

6. EDUCATION REQUIREMENTS:
A university degree in Statistics, Development, Management, Business Administration, Economics or related fields; preferably at post graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 12 years of combined professional experience in planning, policy analysis, strategic management, results-based management, information/statistical database design and management, and balance scorecards
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
