Title: Senior Water Supply and Sanitation Specialist 
Department/Division: Regional and Sustainable Development Department (RSDD) / Energy, Transport and Water Division (RSID) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

Director, RSID

The following staff positions report to the Senior Water Supply and Sanitation Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Lead the planning, development, and execution of new initiatives in the water supply and sanitation sector across all Asian Development Bank (ADB) developing member countries (DMCs). Lead and provide technical and operational support to operating teams in relation to sector assessments, roadmap preparation, processing and/or implementation of specific transactions in the sector. Support ADB’s Water Financing Program and Water Financing Partnership Facility, and work closely with the Special Initiatives Group (RSOD-SI) in the Regional and Sustainable Development Department (RSDD) as well as with task forces set up in the operational departments, in the definition and roll out of special water supply and sanitation initiatives. Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Policies, Strategy, and Frameworks
  • Lead and provide technical and policy advice to water supply and sanitation sector staff and DMC clients to develop innovative policies and projects consistent with the strategic objectives of ADB and priorities of DMCs, as well as innovative programs that would accelerate achievement of Millennium Development Goals (MDGs).
  • Lead and provide advice on climate change vulnerability and disaster risk assessments and mitigation for urban areas in relation to water supply and sanitation.
  • Lead and undertake interregional studies and research to promote new technologies, policies and sector assessments.
  1. Operational Advice and Support
  • Lead and support water supply and sanitation sector operations of ADB in upstream portfolio development work, including targeted sector assessments, diagnostics and roadmaps.
  • Contribute substantially to the definition and execution of coaching and training programs targeting ADB staff, with a focus on technical and operational aspects under existing and new initiatives.
  1. Project Management
  • Lead and support regional technical assistance (RETA) projects in the water supply and sanitation sector.
  1. Promotion of Regional Cooperation
  • Support ADB operations in planning, developing and executing new initiatives, including support of regional cooperation in the water supply and sanitation sector, focusing mainly on technical and operational matters related to water supply and sanitation, wastewater and waste management.
  1. Knowledge Sharing
  • Lead and support strengthening of knowledge and innovation services for catalyzing investments, reforms, and capacity development.
  • Develop and maintain a knowledge database on the water sector across the region covering (i) the overall structure of the service, the decentralization process, the role of municipal entities, a list of key service providers and financiers, investment needs over the short, medium and long term, investment trends and key enabling conditions to increase investments in the sector; and (ii) information on best industry practice including the type of technical and operational due diligence needed for project preparation.
  • Act as the focal point for ADB’s institutional relations in the sector, and liaise with other development partners, different media, selected service providers and DMCs.
  • Organize special events to support and guide ADB interventions, strategies and investments in the sector.
  • Represent RSID and ADB at water-related events and international fora each year.
  1. Staff Supervision
  • Take the role of mission leader and supervise the work of mission members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

   Support for operations coordination, project management, knowledge and information sharing. Team and mission management

6. EDUCATION REQUIREMENTS:
A university degree in engineering, science, finance, economics, management or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in developing infrastructure projects in urban/rural water supply, sanitation and wastewater projects with strong focus on operational and technical matters, preferably with related experience in other mature and emerging markets and practical experience in developing private-public-partnership projects; a progressive career combining operational work with management and business development will be ideal
  • Strong analytical and strategic thinking skills
  • Self-starter with demonstrated ability to organize, lead, and supervise teams
  • Excellent presentation and international skills to articulate and represent ADB’s activities and directions in conferences and workshops, dynamically participate in networks, and interact effectively with ADB management, staff, and counterparts in other institutions
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries, preferably in the Asia Pacific region

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
