Title: Principal Infrastructure Specialist (Public-Private Partnership) 
Department/Division: Southeast Asia Department (SERD) / Indonesia Resident Mission (IRM) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Country Director, Indonesia Resident Mission (IRM)

The following staff positions report to the Principal Infrastructure Specialist (Public-Private Partnership): National Officers and Administrative Staff

2. JOB PURPOSE:

Oversee the formulation and articulation of policy and strategy to accelerate infrastructure development in Indonesia in general and in such sectors as transport, energy, water and communications with emphasis on increasing private sector participation through the use of public-private partnership (PPP) modalities. Oversee and support ADB’s existing infrastructure-related operations in the country, including the Infrastructure Reform Sector Development Program (IRSDP), the Project Development Facility to support preparation of PPP projects, and the technical assistance (TA) for enhancing private sector participation in infrastructure provision through advisory support and capacity building. Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Oversee the formulation and articulation of ADB strategies and operational programs for infrastructure development and PPP promotion in Indonesia in consultation with relevant government agencies and in coordination with the Southeast Asia Department’s Infrastructure Division (SEID) and Finance and Governance Division (SEGF).
  • Oversee the preparation of the country partnership strategy (CPS) and annual business plan as well as economic, thematic and sector work in the transport, energy, water, communications, and other infrastructure related sectors.
  • Participate in ADB’s subregional activities involving cooperation with the Association of Southeast Asian Nations (ASEAN) and/or other subregional groupings in the transport, energy and/or communications sectors.
  • Oversee and conduct policy dialogue with the Government and the country’s development partners on meeting challenges to infrastructure development and the pertinent role of the development community.
  1. Project Processing and Administration
  • Oversee the development, processing, and administration of loans and TA projects to promote development and improvement of infrastructure in Indonesia and facilitate mobilization of funding for infrastructure investments.
  • Oversee, liaise and coordinate with development partners on loans and TA projects involving cofinancing
  • Ensure quality of lending and non-lending operations and compliance with agreed infrastructure development policy and strategies.
  • Ensure key technical, economic, financial and cross-cutting issues are incorporated into projects.
  • Oversee the identification, development, implementation and administration of loans and non-lending products to support ADB’s program in Indonesia, particularly through programs and projects designed to address infrastructure bottlenecks and facilitate funding of infrastructure investments.
  1. Knowledge Sharing
  • Develop and maintain a suitable network within ADB as well as outside in the areas of infrastructure development and PPP to keep abreast of the latest trends and developments in addressing emergent issues and ensure comparability of ADB’s operations to best practices.
  • Participate in and contribute substantially to internal and external training programs and conferences on infrastructure development and PPP.
  • Contribute substantially to activities for advocacy and knowledge building in the role of PPP in infrastructure development.
  1. Staff Supervision
  • Create and lead multidisciplinary teams and ensure the overall quality of its work.
  • Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

5. KEY RELATIONSHIPS:
a. Supervisor
  Country Director Work planning, performance feedback, results assessment, and personal development

   Policy dialogue and development, project development and monitoring, knowledge sharing and capacity development
c. Internal Clients
   Support for operations coordination, project management, knowledge and information sharing. Team and mission management. Quality assurance. Guidance and support to others in terms of technical expertise and regional understanding.

6. EDUCATION REQUIREMENTS:
A university degree in engineering, economics, business and/or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 12 years of relevant professional experience in infrastructure development, PPP or related area as well as in project administration
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for Indonesia Resident Mission (IRM), ADB staff must be prepared to serve in any location outside the Resident Mission at the discretion of Management.
