Title: Principal Procurement Specialist 
Department/Division: Central Operations Services Office (COSO) / Central Operations Services Division 1 (COS1) 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, COS1

The following staff positions report to the Principal Procurement Specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Support work planning and overall quality control of outputs for the division. Lead in the provision of substantive assistance, technical guidance and capacity building to ensure compliance with ADB’s procurement and consulting services policies and procedures, and lead in the establishment, harmonization and improvement of these policies and procedures, consistent with effective project management for ADB projects in support of ADB’s goal of reducing poverty. Work within a framework of broad policies, principles and goals, applying a high degree of freedom in the selection of work methods

3. EXPECTED OUTCOMES:
  1. Leadership
  • Lead in supporting work planning and control over the quality of output for the division.
  • Provide guidance to other Procurement Specialists.
  • Ensure proper coordination with other Departments on the implementation of ADB’s procurement and consulting services procedures and guidelines.
  • Act as the Secretary of the Procurement Committee (PC), as necessary.
  • Lead and manage complex projects/assignments, involving high levels of risks, many variables, and involving one or more multi-disciplinary teams.
  • Widely recognized for demonstrated expertise and substantial achievements in one or more fields of specialization, and provides leadership in professional and operational matters
  • Contributing new or innovative approaches to policy and operational issues.
  1. Procurement Advice
  • Lead in reviewing borrowers' submission for engaging consultants, prequalification/bidding documents, procurement evaluation reports, draft PC papers etc. and provides technical guidance and advice as appropriate in accordance with ADB policies and procedures around procurement.
  1. Project Management Support
  • Takes the lead in the design, processing, and administration of complex and high-priority loan and technical assistance (TA) projects in the context of procurement planning and assessment.
  • Participate substantially in the evaluation of complex projects and preparation of completion reports in the context of compliance with ADB’s procurement guidelines and procedures.
  • Undertake country procurement assessments in coordination with Resident Missions (RMs) and possibly with other development agencies.
  1. Policy/Procedure Setting and Improvement
  • Lead the initiation, planning and implementation of projects aimed at modernizing policies and improving processes around procurement and engagement of consultants.
  • Lead in the coordination with other development agencies for harmonization of policies around complex procurement and consulting services issues.
  1. Knowledge Sharing
  • Ensure quality of and lead in the delivery of tailored training to ADB and Executing Agency (EA) staff to develop skills in procurement and project administration in accordance with ADB policies and guidelines.
  • Coordinate and deliver Business Opportunities Seminar (BOS).
  • Lead initiatives for improvements in training delivery and knowledge sharing, including the provision of reference and learning materials to disseminate procurement policies and procedures.
  1. Staff Supervision
  • Create and lead multidisciplinary teams and ensure the overall quality of its work.
  • Supervise the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

5. KEY RELATIONSHIPS:
a. Supervisor
  Director Work planning, performance feedback, results assessment, and personal development

   Project development, implementation and monitoring, knowledge sharing and capacity development, assistance in negotiations

   Guidance and technical advising, project management, knowledge and information sharing, capacity development, assistance in negotiations, team management

6. EDUCATION REQUIREMENTS:
A university degree in business administration, economics, engineering, or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 12 years of relevant professional experience in procurement, project management, or other related area
  • Familiarity with ADB’s current procurement and consulting services guidelines, PAIs and the Anti-corruption policy
  • Excellent leadership, analytical and interpersonal skills, including the ability to chair meetings, negotiate on behalf of ADB and give presentations to senior government officials and consultants
  • Proven integrity and reliability
  • Excellent oral and written communication skills in English
  • International experience working in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
