1. JOB PURPOSE:
Provide technical support to gender mainstreaming across the South Asia Regional Department (SARD) to ensure compliance with policies and to effectively implement ADB-wide Gender and Development (GAD) Plan of Action. Identify, develop, implement and administer loans, technical assistance (TA) projects, and non-lending products and services (NLPS) related to gender and development in South Asia.

2. EXPECTED OUTCOMES:
- Strategy and Planning
- Assist in the overall implementation of ADB’s Policies on GAD, Incorporation of Social Dimensions into ADB Operations, and ADB-wide GAD Plan of Action; provide SARD’s implementation status of GAD Plan of Action to the Gender, Social Development and Civil Society Division in the Regional and Sustainable Development Department (RSGS).
- Provide inputs to country performance allocation process from GAD perspectives.
- Prepare and publish country gender assessments and country gender strategies as part of the Country Partnerships Strategy process.
- Engage in policy advisory support, capacity development, and monitoring of gender equality and women’s empowerment results in developing member countries (DMCs), in collaboration with national GAD Specialists in ADB’s resident missions (RMs).
- Build strategic partnerships with women’s national machineries and other government agencies, other multilateral and bilateral development partners, women’s non-government organizations (NGOs), private sector, and academic institutions in South Asia on GAD issues.
- Project Management
- As part of the project task teams, incorporate social dimensions and mainstream gender concerns into relevant SARD investment projects and programs through preparation of project-specific gender action plans or gender provisions, consultation and participation plans and other measures.
- Assist DMCs in implementing project gender action plans or provisions, in collaboration with RM-based GAD Specialists where they exist or project consultants.
- Process and administer technical assistance and grant projects on GAD in South Asia.
- Technically oversee activities financed by the GAD Cooperation Fund in South Asia.
- Knowledge Management
- Prepare, publish, and disseminate knowledge products on GAD in South Asia, in collaboration with RM-based GAD Specialists.
- Support ADB-wide knowledge management initiatives with respect to GAD.
- Support ADB-wide training and capacity development initiatives with respect to GAD.
- Prepare and provide RSGS with materials for ADB’s external gender website (www.adb.org/Employment/gender.asp).
- Participate in ADB-wide knowledge networks on GAD and social dimensions.
- Attend conferences and meetings on GAD in South Asia and share ADB experience and present external knowledge back in ADB.
- Liaise with RSGS on gender and social development issues.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.
- Provide technical advice to and regularly liaise with RM-based GAD Specialists, in coordination with RSGS.

3. EDUCATION REQUIREMENTS:
A university degree in sociology, economics, applied social science or other related fields; preferably at post-graduate level or its equivalent |
4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 8 years of relevant professional experience in gender and development, planning and implementation, social development and protection including poverty-related issues across social sectors, or related area as well as in project administration.
- Experience in application of multilateral development bank’s policies and procedures for social development.
- Excellent oral and written communication skills in English.
- International experience working in development in several countries, preferably with demonstrated experience at the field level in the South Asia region

7. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
