Title: IST Specialist (Applications and Data Architecture) 
Department/Division: Office of Information Systems and Technology (OIST) 

1. JOB PURPOSE:
Plan, organize, and direct the implementation of the essential information architecture portion of the enterprise architecture. Develop and implement methodologies and techniques that improve efficient use of information and enhance productivity relating to technical studies and the systems development process. Participate in the development and implementation of business processes and related workflow that improve efficient use of information and enhance productivity. Provide technical leadership in the applications and data architecture strategies, processes and methodologies and look after the Architecture Modeling for ADB based upon TOGAF standards and framework with a specific focus on applications and the data architecture of ADB.

2. EXPECTED OUTCOMES:
  1. Applications and Data Architecture
  • Develop consolidated enterprise applications and data architecture (for both structured and unstructured data) for shared information and support ADB's strategic business plan and the implementation of appropriate information management practices.
  • Develop and refine the methodology for maintaining and managing the applications and data architecture.
  • Develop, submit, and maintain applications and data architecture plan taking into consideration all facets of ADB's applications and data architecture, and initiate action to correct any deviations from this plan.
  • Identify implementation risks and analyze potential impact to ADB’s applications and data architecture.
  • Schedule objectives and develop and implement risk closure plans.
  • Develop methodology for maintaining and managing the use of the applications and data architecture to address long range strategic plans.
  • Direct the relationship between the applications and data architecture with the application systems to ensure the requirements conform to the architecture strategy.
  • Coordinate development projects and programs to ensure compliance with shared information strategies.
  • Recognize and identify potential areas where existing policies and procedures require change, or where new ones need to be developed.
  • Identify training requirements to support applications and data architecture plan.
  • Conduct metrics definition associated with ADB's Service Level Agreement Processes and support the implementation, operation, and communications both within and outside of OIST.

  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in computer science or related field; preferably at post-graduate level or its equivalent.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years experience in applications or systems programming, with 2 years in a management that focused on data management technologies
  • Experience in one or more technologies, such as database systems, ERP systems, data warehouse, business intelligence, and collaboration technologies
  • Preferably with knowledge at the expert level of current techniques and hardware capabilities of a large scale database and data communications environment
  • Ability to plan and manage both long-term and short-term IT projects
  • Possess a sound appreciation of the overall strategic direction of a multilateral institution and its business strategies
  • Excellent oral and written communication and presentation skills in English
  • International experience working in several countries

6. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, Technology Division and Senior IST Specialist (Enterprise Architect)

The following staff positions report to the IST Specialist (Applications and Data Architecture): National Officers and Administrative Staff.


7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
