Title: Secretariat Specialist (Information Management) 
Department/Division: Office of the Secretary (SEC) / The Secretary's Office (OSEC) 

1. JOB PURPOSE:
Provide assistance and technical advice towards the smooth and efficient implementation of SEC's information management requirements, including: meetings and conferences for the Board of Governors and Board of Directors (BOD); and in the general conduct of administration and management for BOD operations. Assist in undertaking the administrative concerns of the Board, Management, Directors, and Advisors.

2. EXPECTED OUTCOMES:
  1. Information Management
  • Advise each OSEC program area on their possible information management requirements, consolidate views and inputs, and prepare the Annual OSEC Information Management Plan; discuss with OIST and BPMSD the resource and other implications of the Plan and finalize its approval.
  • Coordinate and monitor implementation of the Plan and provide regular reports to OSEC Management.
  • Conduct, in association with OIST and BPMSD, developmental activities for OSEC and other staff on all aspects of information management for Board operations.


  1. Board Operations
  • Contribute, by providing inputs into discussions, and taking necessary action in the planning, organizing, coordinating and undertaking the smooth and efficient implementation of meetings for the Board of Governors and other conferences/ meetings
  • Organize and assist in meetings of the BOD including for key operational meetings, undertaking the preparation of briefing notes on Board discussions for Senior Staff in consultation with appropriate ADB staff
  • Provide advice and assist in the coordination for, and ensure the quality of staff-prepared documents and publications for circulation to the Board.
  • Undertake consultations with concerned stakeholders, both within OSEC and the ADB.


  1. Board Administration
  • Assist in administering Board, Management, Director, and Advisor compensation, benefits, business travel, representation and office equipment, undertaking activities such as responding to administrative concerns from Board members, drafting and updating of handbooks, maintaining administrative information on travel, absences, etc.
  • Develop, in line with the Annual Information Management Plan, innovative ways to handle Board administration.

  1. Knowledge Sharing
  • In consultation with the senior staff member in charge of the Annual Meeting, gather, review and disseminate relevant materials and knowledge on convention management to OSEC staff members and other in the ADB

  1. Staff Supervision
  • Provide leadership and support to reporting staff members, as well as others in ADB aligned to the work of this area
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
  • Ensure the on-going learning and development of reporting staff

3. EDUCATION REQUIREMENTS:
A university degree in business administration, management, information technology or related fields, preferably at post-graduate level or its equivalent

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 6 years of relevant experience
  • Information management experience in public sector institution would be highly desirable
  • Excellent oral and written communication skills in English.
  • International experience working in several countries.

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
