1. JOB PURPOSE:
Oversee, formulate and articulate operational strategies and
programs to develop the energy sectors in South Asia Developing Member
Countries (DMCs), Oversee and assure the quality of project development,
implementation, administration and of overall results for complex loans.
Technical Assistance (TAs) projects, and non-lending products and services
(NLPS) in the energy sector, with particular emphasis on the economic
aspects of such products and services and on environmental sustainability.
Lead the learning and knowledge sharing activities relating to current
trends and development issues in energy, environment and climate change.

2. EXPECTED OUTCOMES:
- Strategy and Planning
- Oversee the development of policy and strategies for the energy
sector development in South Asia DMCs, in consultation with relevant
government agencies with emphasis on environmental sustainability
and low carbon growth .
- Oversee and review energy sector policies, institutional reforms
and legal and regulatory frameworks and provide advice on sector development
issues including addressing climate change, clean energy development
and private participation.
- Oversee the development of regional sector strategies and initiate
regional projects in consultation with national and regional energy
agencies.
- Lead knowledge management activities and develop knowledge products
to effectively disseminate cutting edge technologies, trends and issues
in the energy-environment nexus and climate change.
- Provide intellectual leadership in developing best practices for
project design and project appraisal with respect to economic analysis,
environment and climate change.
- Project Management
- Oversee and ensure quality and compliance of lending and non-lending
products and operations
with respect to energy policy and economic and environmental analysis
of projects.
- Oversee, provide guidance, advice and comment on energy sector
issues in the initiation, development, processing and administration
of loan, TA projects and capacity building initiatives.
- Oversee and supervise loan and TA projects in the energy sector
with high levels of risk and complexity, and possibly conflicting
stakeholder interests.
- Facilitate effective liaison and coordination with development
agencies on program loans and investment projects.
- Ensure key technical, economic, financial and cross-cutting issues
are incorporated into projects.
- Lead pilot testing and mainstreaming innovative measures to mitigate
climate change impacts of energy projects
- Staff Supervision

Create and lead multidisciplinary teams and ensure the overall quality
of its work.
- Supervise the performance of teams and individuals providing clear
direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure
their on-going learning and development.

3. EDUCATION REQUIREMENTS:
A university degree in economics, environment/natural resource
management or related fields; preferably at post-graduate level. |
4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level
- At least 12 years of relevant professional experience
- Good record of generating knowledge products and leadership in economic
analysis of projects
- Excellent oral and written communications skills in English
- International experience working in development in several countries

7. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
