Title: Senior Energy Specialist 
Department/Division: South Asia Department (SARD)/Energy Division (SAEN) 

1. JOB PURPOSE:
Formulate and articulate sector policy, engaging Developing Member Countries (DMCs) governments in policy dialogue related to energy sector reforms, and conducting ADB’s activities to support sector policy and reforms. Lead in identifying and developing loans, Technical Assistance (TAs) projects, and non-lending products and services (NLPS) to contribute to ADB's goal of poverty reduction.

2. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Develop strategies and operational programs for the energy sector in assigned developing member countries
    (DMCs), in consultation with relevant government agencies and Resident Missions.
  • Conduct policy dialogue and develop policy based programs to assist governments to undertake energy sector
    reform, ensure efficient use of resources and encourage participation of the private sector.
  • Identify investment opportunities in the energy sector for sustainable economic growth to support poverty
    reduction especially in rural areas.
  • Coordinate and cooperate with multilateral/bilateral aid agencies and civil society.
  • Participate in and contribute to country strategy and program (CSP).
  • Develop regional sector strategies and initiate regional projects in consultation with national and regional energy
    organizations and international financial agencies

  1. Project management
  • Initiate and develop loan and TA projects in the energy sector. Lead in processing loans and TAs in areas
    requiring major policy, institutional and operational reforms and/or develop innovative approaches in advancing
    these reforms in a progressive and evolutionary manner, e.g. programmatic approach.
  • Liaise with and coordinate with development agencies on development on program loans and investment
    projects.
  • Ensure key technical, economic, financial and crosscutting issues are incorporated into projects.


  1. Policy and project evaluation
  • Ensure the development impact of the energy portfolio is monitored and evaluated.
  • Analyze key sector issues such as impacts of large energy sector projects, clean energy generation, regulatory
    reform, utility company unbundling, environment improvement, tariff setting, subsidies, and public and private
    partnerships.

  1. Staff Supervision
  • Take the role of mission leader and supervise the work of mission members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on
    performance.
  • Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in finance, economics or engineering; preferably at post-graduate level or its equivalent

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in the energy sector including renewable energy
    development, utilization and administration
  • Experience in financial and economic analysis of energy sector projects, including electricity and gas
  • Strong interpersonal and cross-cultural skills with the ability to conduct policy dialogue with DMCs, multilateral and
    bilateral agencies
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries, preferably South Asian countries

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
