1. JOB PURPOSE:
Lead the planning, implementation and supervision of the division’s
vision, goals, strategies and work plan in support of overall ADB goals.
Ensure the quality of work and the achievement of objectives of the division.
Lead and support external and internal relations, coordination and consultation
initiatives for the department. Provide guidance on day-to-day operational
issues and compliance with ADB policies. Work with problems and issues
that may involve high risk.
Responsible for providing long term direction of ADB's enterprise architecture
and setting the performance standards. Responsible for (i) Direction
and Strategy – the overall direction of technology functions,
i.e. Information Technology (IT) applications, communications (voice,
data, and wireless), and computing services that support ADB's business
strategy and vision; (ii) Investment – the overall IT investment
practices and processes to guide investment prioritization and direction;
(iii) Process Management – planning and overseeing the development
of technical capability for business and IT process management and their
implementation in IT projects and operations; and (iv) Compliance –
directing the coordination and implementation of initiatives in response
to attestation and IT audit requirements.

2. EXPECTED OUTCOMES:
- Leadership and Strategic Management
- Establish and cascade the division’s vision, goals, development
strategies and key result areas (KRAs) in support of ADB’s goals,
departmental goals and in compliance with ADB policies.
- Lead the planning, implementation and supervision of work plans
as well as monitor the quality of output and the achievement of long
term goals and annual objectives for the division.
- Provide leadership in professional and operational matters, taking
the lead in contributing new or innovative approaches to policy and
operational issues.
- Technology and Standards Development
- Provide management leadership role to the technology team in the
design and implementation of technology, including hardware, software,
operating system software and productivity tools.
- Administer the development and publication of OIST department standards.
- Respond to all audits of the department's activities and systems,
and provide management leadership on compliance related matters such
as attestation.
- Oversee the development of plans for migration of technologies
to support necessary future directions.
- Develop long range IT strategy as it is applied to all phases of
ADB's operations and interactions with its customers and suppliers.
- Provide direction to all technology functions within ADB to maintain
the maximum efficiency of the ADB's customers and suppliers.
- Manage a team of technology experts in the area of architecture,
technology, compliance, business process management, and IT investment.
- Assist in evaluating the technical staff of OIST and technology
functions.
- Maintain external links to other companies in the industry to gain
competitive assessments and share information, where appropriate.
- Manage the identification and assessment of emerging technologies
to be assimilated, integrated and introduced within ADB which could
significantly impact ADB's performance.
- Division Operations Management
- Oversee effective day-to-day operations and provide guidance on
operational issues and ADB policies.
- Inform and provide recommendations to the Principal Director, OIST
of significant developments, emerging opportunities and challenges
in the area of responsibility.
- Facilitate effective coordination and cooperation with other ADB
departments and internal stakeholders.
- Undertake the performance management of the division, including
motivation of division staff.
- Manage budget and resource allocation for the division.
- Staff Supervision
- Create and lead multidisciplinary teams and ensure the overall
quality of its work.
- Manage the performance of teams and individuals providing clear
direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure
their on-going learning and development.

3. EDUCATION REQUIREMENTS:
A university degree in electronics and computer engineering,
information technology, or related fields; preferably at post-graduate
level or its equivalent, and with management qualifications or training. |
4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level
- At least 15 years of international experience in several countries
in IT, of which a significant portion should have been spent in executive
management role, a broad working knowledge of the main areas of the
IT
- Demonstrated initiative, good judgment, strong value realization,
and the ability to achieve results through others
- Excellent management skills to manage a very competent team of IT
experts
- Strong and conceptual analytical abilities
- Possess a sound appreciation of the overall strategic direction of
multilateral development institutions and the strategies required to
support the overall business needs
- Demonstrated sound change management principles and techniques in
similar instances to what may be found in a multilateral institution,
especially the ability to influence even without the authority over
the "line-of-command"
- Sound organizational abilities, both personal organization and the
coordination of program and related efforts
- Strong interpersonal and motivational skills
- Effective communication skills to deal with all levels of staff in
an organization
- Strong leadership and supervision skills in the development of business
cases for major change programs; contract management and the processes
adopted in the management of contracts with external parties
- Excellent oral and written communication skills in English

7. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
