Title: Principal Central Asia Regional Economic Cooperation (CAREC) Coordinator 
Department/Division: Central and West Asia Department (CWRD) / Country Coordination and Regional Cooperation Division (CWOC) 

1. JOB PURPOSE:
Oversee and support specific and general CAREC activities, with a focus on expanding private sector participation in regional cooperation. Coordinate the work of the CAREC Secretariat team based in Almaty, Kazakhstan. Work closely with the various sector focal points and ADB Country Directors in each CAREC country, as well as relevant sector specialists at Headquarters (HQ), to support the work of the CAREC Program. Lead and undertake other CAREC related matters, as directed by HQ, including attending and supporting meetings under the CAREC Overall Institutional Framework (committee meetings, Senior Officials Meetings, Ministerial Meetings, etc.). Lead and supervise the provision of secretariat support to conferences, seminars, workshops and other activities.

2. EXPECTED OUTCOMES:
  1. Regional Cooperation
  • Coordinate the CAREC program's support for private sector development, including the organization of a Business Development Forum and various capacity building/training events to build awareness and understanding of this important issue.
  • Take charge of relationships with selected countries under the CAREC program.
  • Lead the preparation and organization of critical negotiation meetings, working group meetings, meetings among senior government officials, etc., for regional cooperation by undertaking the identification of key issues, agenda, preparation of documentation, etc.

  • Coordinate and support the regular reporting by CAREC countries on their regional cooperation efforts and plans.
  1. Project Management
  • Lead the identification, design, processing and administration of regional loan and technical assistance (RETA) projects.
  • Lead, prepare and supervise technical assistance to promote public-private partnerships in CAREC countries.
  • Facilitate co-financing for priority regional cooperation investments.

  1. Stakeholder Coordination
  • Lead the exchange of information with other international, multilateral and bilateral agencies as well as counterparts in developing member countries (DMCs) on regional issues.

  1. Staff Supervision
  • Coordinate the CAREC Secretariat team based in Almaty, Kazakhstan.
  • Assist the work of mission members.
  • Create and lead multidisciplinary teams and ensure the overall quality of its work.
  • Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development.


3. EDUCATION REQUIREMENTS:
A university degree in economics, political science, public policy, public administration or related fields; preferably at post-graduate level or its equivalent.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 12 years of relevant professional experience in development planning and policy formulation, implementation and coordination, or related area as well as in project administration
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries and/or exposure to development projects in the Asian and Pacific region.

The position reports to: Director, Country Coordination and Regional Cooperation Division (CWOC)

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
