1. JOB PURPOSE:
Under the general guidance of the Vice-President, Operations
2 (VPO2), the Senior Advisor is responsible for tracking, analyzing, and
providing judgments and guidance on the full range of policy, operational,
and administrative issues within Operations Group 2 (OG2). Specific responsibilities
fall broadly under four categories: (i) analysis and guidance on strategy
and policy issues, (ii) operational analysis and monitoring, (iii) liaison/internal
coordination, and (iv) administration.

2. EXPECTED OUTCOMES:
- Strategy and Planning
- Stay abreast of key ADB strategy and policy issues and provide
VP02 with concise analysis of these issues along with considered judgments
and recommendations.
- Prepare background analyses and recommendations for VP02’s
use at Board meetings, Management meetings, heads of departments meetings,
and other senior-level ADB forums.
- Under the direction of VPO2, provide input and guidance to OG2
senior staff on Management views on the full range of OG2 operations,
documents, and issues.
- Brainstorm with staff in advance of VPO2 missions to identify priority
issues and develop key messages for VP02.
- Operational Analysis and Monitoring
- Exercise judgment and make recommendations on the consistency of
individual developing member country (DMC) operational programs with
Country Partnership Strategy (CPS) and other ADB policies and strategies
as well as the consistency of internal ADB memos and recommendations
with ADB guidelines and policies.
- Evaluate operational documents in advance of Board and Management
meetings and prepare comments and recommendations for Management Review
Meetings for CPS, Report and Recommendation of the President, and
policy papers for discussion with VPO2.
- Review and analyze technical assistance (TA) papers, CPS updates,
back-to-office-reports, change in scope memos, other operational memos,
etc. and make recommendations to VPO2.
- Assist with the operational resource parameters (ORP), Work Program
and Budget Framework (WPBF), TA allocation and related budgetary processes
- Analyze bi-weekly processing and portfolio statistics for OG2.
- Develop and maintain statistical reports on OG2 activities.
- Track problem projects (in the loan/TA program or portfolio) and
specific issues.
- Liaison/Internal Coordination
- Initiate, guide and follow up on discussions with VPO2’s
counterparts at other multilateral development banks/international
finance institutions.
- Coordinate with regional department (RD) staff on a variety of
issues, including to develop consensus prior to engaging VP02.
- Liaise with support departments within ADB (e.g. Office of the
General Counsel, Regional and Sustainable Development Department,
Department of External Relations, Strategy and Policy Department,
etc.).
- Coordinate with staff in the Office of the President, other Vice
Presidents, and the Office of the Secretary.
- Administration
- Brief VPO2 daily on the agenda and any other topics of concern.
- Monitor schedules and coordinate with RDs to identify major issues
and themes in advance of Management meetings or Management reviews.
- Prepare minutes of weekly heads of department meetings.
- Consolidate briefing materials for VPO2 on a range of issues and
in advance of missions.
- Coordinate input for VPO2’s speeches.
- Develop templates for briefing material and statistical reports.
- Coordinate VPO2’s schedule and activities.
- Staff Supervision
- Take the role of team leader and supervise the work of team members.
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree, or training and experience in economics,
development studies, or related fields; preferably at post-graduate level
or its equivalent |
4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level
- At least 10 years relevant experience, including loan and TA processing
in a multilateral development organization
- Experience in and familiarity with private sector activities and
principles
- Outstanding interpersonal/negotiation skills, as well as the ability
to liaise effectively with Management, senior staff, or staff of other
international organizations and government officials
- Excellent oral and written communication skills in English
- Ability to operate as part of a team and as a change agent
- Strong conceptual and organizational skills
- Broad-based exposure to multilateral development bank’s policies
and procedures
- Wide-ranging interests in the full scope of policy and operational
work
- Keen enthusiasm and a capacity to deal effectively with multiple
tasks under tight deadlines
- Very good judgment
- International experience working in development in several countries

7. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
