Title: Financial Management Specialist
Department/Division: Various Departments

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director
The following staff positions report to the financial management specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Lead in providing advice, expertise and technical guidance to the financial analysis and financial management activities of the department within the framework of ADB's policies and guidelines. Works within general policies, principles and goals, having freedom to work with clients.

3. EXPECTED OUTCOMES:
  1. Policies, Strategies and Frameworks
  • Participate in the Financial Management Community of Practice.
  • Contribute substantially to the review and update of ADB’s policies and guidelines with respect to financial analysis and financial management.
  1. Operational Advice and Support
  • Lead in the review and provide technical support to the department sector divisions, including review of papers, feasibility studies, Report and Recommendation of the President (RRP) and other relevant documents to ensure consistency and enhance the quality of department’s projects/programs from the perspective of financial viability and sustainability.
  • Provide advisory technical support to processing and administration missions on financial analysis and financial management issues, including participation in teams processing non-sovereign operations.
  • Participate in country partnership strategy (CPS) preparation and midterm reviews including assessing capacity development requirements for financial management at the country level; and assist in completing country financing parameters, where necessary.
  • Interact with department’s divisions/resident missions to improve the quality of financial management systems and procedures of executing agencies (EAs) in managing project funds, maintaining project accounts and submitting timely and reliable financial reports.
  • Assists in developing audit terms of reference for specific project audits.
  • Assists the department’s divisions/resident missions in reviewing project financial statements and audit reports, and resolving audit qualifications and ensure that disbursement activities proceed on an uninterrupted basis.
  1. Knowledge Generation and Sharing
  • Serve as regional focal point for financial management harmonization.
  • Support governance initiatives in the areas of public financial management as required.
  • Assist the department’s divisions/resident missions in capacity building for project of EAs, specifically in the area of financial management.
  • Serve as a training resource person for financial analysis/financial management at the division, department and ADB level.
  1. Staff Supervision
  • Take the role of team leader and supervise the work of team members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

   Support for operations coordination, project development, implementation and compliance monitoring, knowledge sharing and capacity development, team and mission management

6. EDUCATION REQUIREMENTS:

A university degree in business, finance or commerce with a professional designation in accounting, finance or related fields (e.g. CPA, CFA, CA); preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in private sector or public sector financial management (i.e. accounting, budgeting, auditing), or related area
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
