1. JOB PURPOSE:
Lead in identifying, designing, processing and implementing
loans, (both program and project loans), technical assistance (TAs) projects,
and undertaking other non-lending products such as economic and sector
work to promote economic management, particularly fiscal management. Lead,
formulate and implement strategies to improve fiscal management with reforms
within the broader context of the development strategy. Lead and prepare
Design and Monitoring Framework for loans and TAs to ensure development
effectiveness and draw lessons for future assistance. Work with broad
policies and objectives, working directly with clients, formulate and
articulate public sector management policy and strategies, engaging host
Government in policy dialogue, and conducting ADB’s activities to
support policy and reforms. Lead in identifying and developing loans and
Technical Assistance (TA) projects, and non-lending products and services
(NLPS) in relation to public sector management. Work within general policies,
principles and goals, working directly with clients.

2. EXPECTED OUTCOMES:
- Strategy and Planning
- Lead and support the development of sector strategies in the host
country in consultation with relevant government agencies.
- Lead and conduct dialogue with government officials on sector policy
and reforms.
- Lending Sector Economic Work
- Lead the review, analysis and reporting of public sector management
initiatives of the federal Government and of provincial governments,
ensuring that the implications of such initiatives are understood,
and are incorporated in ADB’s program implementation and design.
- Lead ADB’s involvement in the preparation of Public Expenditure
Reviews, Country (or Provincial) Financial Accountability Assessments,
Fiduciary Risk Assessments, etc.
- Coordinate with other donors working in this field, and act as
a focal person for public sector resource management programs.
- Project Management

Monitor public sector management loans and TAs to improve program
ownership with major stakeholder groups, and contribute to achievement
of program objectives.
- Administer program components, which are facing particularly complex
implementation issues, and which require more strategic interventions.
- Lead the processing of public sector management programs or components
as required.
- Work closely with ADB HQ-based staff on sector strategies and programs,
and contribute substantially to TA and project processing and administration
activities.
- General Country Operations
- Contribute substantially to the preparation of country partnership
strategies and macroeconomic analysis.
- Lead and participate in the country programming missions as required.
- Facilitate communications among major stakeholder groups, including
the executing and implementing agencies, Federal government and special
interest groups from civil society.
- Prepare country operations briefing papers and seminar papers as
required.
- Knowledge Sharing
- Develop and maintain a suitable network in the sector to keep abreast
of latest developments and issues.
- Contribute substantially to activities for advocacy, dissemination
and knowledge building around sector issues.
- Staff Supervision
- Take the role of team leader and supervise the work of team members.
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in economics, public policy or other related
fields; preferably at post-graduate level or its equivalent
|
4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level
- At least 10 years of relevant professional experience in public sector
management, policy formulation or related area as well as in project
administration
- Demonstrated excellence in macroeconomic analysis involving complex
public policy issues
- Clear knowledge and comparative perspective of development issues
and political structures in the developing Asia context
- Thorough understanding of governance issues, particularly with regards
to public sector resource management
- Familiarity with operational policies and procedures of multilateral
organization
- Excellent communication, interpersonal and negotiation skills
- Excellent oral and written communication skills in English
- International experience working in development in several countries

7. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
