Title: Social Development Specialist (Gender and Development) 
Department/Division: Various Departments 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director
The following staff positions report to the social development specialist (gender and development): National Officers and Administrative Staff.

2. JOB PURPOSE:

Lead, identify, develop, implement and administer loans, Technical Assistance (TA) projects, and non-lending products and services (NLPS) in the assigned sector, with special focus on gender and development (GAD). Lead the development of policy and strategies addressing gender and development in the assigned sector in developing member countries (DMCs). Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Lead and provide information and analyses towards the development of sector policy and strategies, with proper consideration for their impact on GAD, in DMCs in consultation with relevant government agencies and Resident Missions (RMs).
  • Contribute substantial information and analyses to sector work and interdepartmental working groups on GAD.
  • Guide, prepare, update and conduct periodic policy reviews and progress report on the GAD Policy and GAD Action Plan and its implementation.
  1. Project Management
  • Lead in the development, processing and administration of loan and TA projects in the assigned sector with special focus on GAD.
  • Lead and identify opportunities for ADB assistance projects aimed at operationalizing policies around themes addressing GAD.
  • Lead and integrate ADB’s policies and guidelines in project design and implementation.
  • Provide substantial advice to executing agencies on project preparation.
  • Guide, supervise and provide technical support to gender specialists in RMs.
  1. Knowledge Sharing
  • Lead, participate in and contribute to internal and external training and conferences on gender and development, as well as to other activities for advocacy, dissemination and knowledge building.
  • Lead, develop and disseminate good practice in relation to programs and projects to address GAD concerns in all ADB operations.
  1. Staff Supervision
  • Take the role of team leader and supervise the work of team members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
  Director Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Policy analyses and development, project development, implementation and monitoring, knowledge sharing and capacity development
c. Internal Clients
   Support for operations coordination, project management, knowledge and information sharing. Team and mission management

6. EDUCATION REQUIREMENTS:

A university degree in sociology, economics, applied social science or other related fields; preferably at post-graduate level

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 10 years of relevant professional experience in GAD policy development and its implementation
  • Able to perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
