1. IMMEDIATE REPORTING RELATIONSHIPS:

The following staff positions report to the transport specialist: national

2. JOB PURPOSE:
Formulate and articulate transport sector policy and strategies, engaging South Asian Developing Member Country (DMC) governments in policy dialogue related to transport sector reforms, and conducting ADB’s activities to support sector policy and reforms. Lead in identifying, developing, processing, implementing and administering loans, technical assistance (TA) projects, and non-lending products and services (NLPS) in the transport sector.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Support the development of policy and strategies for the transport sector in DMCs in consultation with relevant government agencies, other stakeholders, and Resident Missions (RMs).
- Conduct policy dialogue with DMCs in advancing policy and institutional reforms in the transport sector, especially in the areas of transport network development, asset management/maintenance, and road safety.
- Participate in and contribute to country programming activities and ensure that operational strategies are adequately reflected in the resultant country programming documents.
- Conduct sector analyses in the context of sustainable economic development and poverty reduction.
- Coordinate with RMs for consistency of approach, exchange of experiences, and continuous improvement of practices and integration of transport sector policy commitments to the management of projects.
- Collaborate with other development partners in the transport sector for consistency and harmonization of approach, exchange of experience, partnership and cofinancing where appropriate.
- Project Work
- Lead in the development, processing and administration of loan and TA projects, which require major policy, institutional and operational reforms and use of innovative approaches in advancing these reforms.
- Liaise and coordinate with other development partners on development of technical assistance and investment projects.
- Ensure key technical, economical, financial, enviromental, social, and other cross-cutting issues are incorporated in the project designs.
- Implement and administer loans and TAs, covering both sectoral (developmental impact) and project management (physical progress) aspects.
- Knowledge Sharing
- Develop and maintain a knowledge base in the transport sector, keeping abreast of the latest developments and issues.
- Contribute to activities for advocacy, dissemination and knowledge building around transport sector issues.
- Staff Supervision
- Take the role of mission leader and supervise the work of mission members.
- Facilitate and supervise the work of mission members while formulating and processing loan and TA proposals.
- Manage the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in transport/civil engineering or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of relevant professional work experience
- Good understanding of ADB's operational policies and procedures
- Proven mission leadership capability for processing loan and TA proposals, and in the supervision and administration of loan and TA projects
- Strong interpersonal and cross-cultural skills to liaise effectively with government officials, staff and management of executing agencies, representatives of civil societies, and other agencies engaged in the transport sector in the field
- Excellent oral and written communication skills in English
- International experience working in development in several countries, experience in South Asia's countries is an advantage
