Title: Water Resources Management Specialist 
Department/Division: Various Departments 

1. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Directors
The following staff positions report to the water resources management specialist: National Officers and Administrative Staff

2. JOB PURPOSE:

Lead the processing and administration of loan and technical assistance (TA) projects in the areas of water resources development, river basin and natural resources management. Lead the formulation and implementation of initiatives and programs in water resources development and mangement in line with The Water Policy of the ADB economic cooperation program and other sub-regional cooperation programs. Lead the implementation of Integrated Water Resource Management in investment projects as mission leader/member during the project cycle. Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Lead the development of sector strategy options for ADB-supported water resource development efforts.
  • Lead, undertake and supervise economic, thematic, and sector work (ETSW) in emerging water resource management challenges and identify investment opportunities to promote integrated water resources management and regional cooperation in the water sector.
  • Lead ADB cooperation with relevant regional bodies and multilateral regional water programs.
  • Lead the design and administration of regional cooperation activities, including conducting dialogue with national governments, regional organizations, bilateral donors, non-government organizations (NGOs) and other development banks.
  • Contribute substantially to Country Partnership Strategy (CPS) and Business Plans.
  • Lead the development of water sector policies, strategies and plans for developing member countries (DMCs) through the preparation and administration of advisory TA projects.
  1. Project Development and Administration
  • Lead missions responsible for the identification, preparation, appraisal and administration of water resources, agricultural water management and natural resources management projects.
  • Contribute substantial technical input into the development and administration of projects in the areas of water resources (Basin Water), water management for agriculture (Rural Water) and sustainable development.
  1. Policy and Project Evaluation
  • Lead the review of relevant ADB documents on water sector and natural resources management.
  • Lead the evaluation of water sector policies and projects; intra-regional and regional cooperation activities in the water sector; and on the role of water in developing rural economies and poverty reduction.
  1. Staff Supervision
  • Take the role of mission leader and supervise the work of mission members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

- Able to lead others to solve complex problems using technical knowledge and skills in relation to Basin Water and Rural Water sectors for sustainable development and poverty reduction
- Applies a high level of technical expertise in work in emerging water management challenges and development of ADB water sector policy and strategy, contributing to ADB Communities of Practice (COP) in relevant fields
- Uses technical expertise to advise and support Country teams and DMCs and Working Group on Agriculture/Working Group on Environment (WGA/WGE) in developing water policies, project design, and in developing regional cooperation

- Focuses own and other efforts on understanding and meeting client needs in DMCs (e.g., government agencies, private sector parties, NGOs and communities)

5. KEY RELATIONSHIPS:
a. Supervisor
  Directors Work planning, performance feedback, results assessment, and personal development
b. External Clients
   Policy dialogue and development, project development and monitoring, knowledge sharing and capacity development; developing partnerships and involvement, donor coordination
c. Internal Clients
   Support for operations coordination, project management, knowledge and information sharing. Team and mission management. Participation in Communities of Practice in Water Sector

6. EDUCATION REQUIREMENTS:

A university degree in water resources, hydrology, agricultural or civil engineering, preferably with complementary training/work experience in other subject areas in rural development or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in water sector project design and administration
  • Able to perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
