2. JOB PURPOSE:
Lead in providing technical inputs and analyses in the identification, design, development, processing and evaluation of loan and Technical Assistance (TA) projects and ensure economic soundness and consistency with policies and strategies to further development in the urban sector. Lead and undertake activities to administer loan and TA projects, and non-lending products and services (NLPS) in the urban sector. Lead, develop and evaluate policy in the urban sector in developing member countries (DMCs). Work within general policies, principles and goals, working directly with clients.

3. EXPECTED OUTCOMES:
- Strategy and Planning
- Lead in providing information and analyses in the development of policies, strategies and innovative, participatory approaches to further development in thematic areas such as urban development and urban environmental improvement (including, where appropriate, water supply, wastewater sanitation and solid waste management), urban transport, urban and regional planning, and urban/municipal management in the context of sustainable economic development and poverty reduction.
- Lead in conducting economic and sector work such as the identification and analysis of urban sector development trends, economic analysis for regional and DMC specific sector and thematic studies and TAs, etc.
- Provide substantial technical inputs for country programming and contribute substantially to the development of Country Partnership Strategies (CPS) and Updates.
- Lead or participate in interdepartmental working groups on urban development and urban environmental improvement, urban and regional planning, and urban/municipal management issues, and in country teams.
- Project Management
- Lead economic analysis and provide technical inputs for the identification, design, development, and processing of loan and TA projects consistent with policies and strategies to further urban development and urban environmental improvement, urban and regional planning, and urban/municipal management.
- Lead missions and undertake other activities for the administration of sector and program loan and TA projects in the urban sector.
- Policy and Project Evaluation
- Lead and undertake data collection, micro- and macro- economic, and social analyses for assessing the impact of policies, strategies and projects on beneficiaries, the urban sector, and on the overall social and economic development of DMCs.
- Lead and evaluate the cost and benefits of projects as well as draw lessons for future projects.
- Knowledge Sharing
- Lead or participate in sector and thematic networks around urban development and urban environmental improvement, urban and regional planning, and urban/municipal management and related issues to keep abreast of latest developments and issues.
- Staff Supervision
- Take the role of team leader and supervise the work of team members.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

6. EDUCATION REQUIREMENTS:
A university degree in economics, preferably with specialization in the urban sector or other related fields; preferably at post-graduate level or its equivalent

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of relevant professional experience in the urban sector
- Able to perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines
- Excellent oral and written communication skills in English
- International experience working in development in several countries

8. IMPORTANT INSTRUCTIONS:
