1. JOB PURPOSE:
Lead in the design, development, implementation, and maintenance of ADB´s
rating tools, process and guidelines. Interact with relevant departments
across organization lines to improve tools and guidelines as appropriate.
Lead in the development of training programs for operations departments.
Develop routines for industry, country and obligor analysis. Support the
development of an IT infrastructure for risk management. Support the formulation
of ADB policies, guidelines and practices on risk management. Work within
general policies, principles and goals, working directly with clients
with supervision for critical tasks.

2. EXPECTED OUTCOMES:
- Risk Management
- Develop, implement and maintain methods and tools for a structured
credit risk analysis process.
- Establish a Ratings Desk and assume full responsibility for all
issues relating to ADB´s ratings process. Respond to detailed
methodological questions and interact with operations departments
to establish a structured feedback process. Analyze the consistency
of rating assignments and test the predictive power of the rating
tools. Identify the need for additional tools and guidelines. Improve
existing tools as appropriate.
- Evaluate the rating methodology and process and report to management
on a semi-annual basis.
- Develop a good working relationship with concerned departments
to ensure that the credit risk assessment framework remains instrumental
to ADB´s business process.
- Develop training programs and facilitate training for staff on
an on-going basi
- Lead in the development of routines for industry analysis. Establish
industry benchmark ratings
- Develop procedures, methodologies and systems for assessing the
risk in ADB´s equity investments
- Support the development of advanced models for estimation of probability
of default (PD) and loss given default (LGD)
- Lead or support IT projects and other specialized projects to meet
risk management requirements.
- Support the development and implementation of advanced risk analytics
to measure risk exposures and capital requirement.
- Lead or support the review and updating of ADB's policies, guidelines
and practices on risk management.
- Interpret policies and provide guidance to staff on risk management
matters
- Review and provide comments on policy and transaction documents
prepared by other departments.
- Knowledge Sharing
- Maintain knowledge of emerging best practices and standards in
risk management.
- Lead and support in organizing and conducting training to promote
a risk culture in ADB.
- Cultivate relationship with other multilateral development banks
in order to share information on policies, and methodologies used
for risk management.
- Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in economics, finance or accounting or related
fields; preferably at post-graduate level or its equivalent. |
4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level.
- At least 8 years relevant professional experience from a ratings
agency, international bank, export credit agency, international financial
institution or credit insurance provider, ideally from more than one
type of institution.
- Excellent analytical capacity, leadership qualities and interpersonal
skills.
- Excellent oral and written communication skills in English.
- International experience.
- Several years of successful personal experience of rating countries,
banks or corporate borrowers.
- A well-developed understanding and interest in both quantitative
and qualitative methods for credit risk analysis.
- Experience and understanding of various methods for industry analysis.
- Experience and interest in statistical methods for assessing risk
and model performance.
- Knowledge of emerging best practices for risk management, capital
adequacy, disclosure, income recognition and loan loss provisioning.
Familiarity with Basel II framework.
- Knowledge of the practical aspects of lending and investment operations,
particularly in project and structured finance.
- Experience of development of IT systems for risk management purposes.
- Ability to work in a multicultural and highly flexible team environment
that relies heavily on cross-functional interaction.

7. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
