Title: Assistant Treasurer 
Department/Division: Treasury Department (TD) / Funding Division (TDFD) 

1. JOB PURPOSE:
Lead the planning, implementation and supervision of the division’s objectives, goals, strategies and work plan in support of ADB’s overall mission in lending and treasury operations. Lead in the in the formulation and implementation of the Bank's annual borrowing program and strategy. Oversee the various activities undertaken for funding operations, ensuring cost efficiency befitting ADB's strong AAA credit ratings and proper matching of financial terms of ADB’s liabilities and loans, particularly London Interbank Offered Rate (LIBOR)-based loans and liquid assets. Provide guidance on day-to-day operational issues and compliance with ADB policies and ensure work quality and efficiencies. Lead and promote the development of Asian bond markets through local currency bond issuances and exploration of new markets. Oversee efforts to develop, maintain, and expand ADB's investor base through proactive outreach programs. Oversee and develop productive relationship with both external and internal parties. Work within a broad concept and framework to define own scope of objectives and activities, applying a high degree of autonomy in selecting appropriate methods and approaches.

2. EXPECTED OUTCOMES:
  1. Leadership and Strategic Management
  • Lead and cascade the division's objectives, goals, development strategies and key result areas (KRAs) in support of ADB's overall mission, departmental goals and in compliance with ADB policies.
  • Lead the planning, implementation and supervision of work plans as well as monitor the quality of output and the achievement of long term goals and annual objectives for the division.
  • Provide strong leadership in professional and operational matters, contributing new and best practice approaches to debt capital market and funding operations.


  1. Borrowing Operations
  • Lead in the formulation and implementation of annual borrowing program and strategy to achieve an overall funding efficiency level befitting ADB's strong international AAA credit ratings.
  • Lead in the development and promotion of Asian bond markets through the implementation of local currency borrowings and the exploration of opportunities in new local currency markets.
  • Oversee in the formulation of funding strategies in private placement and structured products.
  • Oversee the development liability management strategies and related transactions to provide cost savings and/or secondary market liquidity for ADB securities.
  • Oversee the formulation and execution of the Euro Commercial Paper (ECP) issuance strategy.

  1. Knowledge Management, External Liaison and Public Relations
  • Oversee the development and maintenance of productive and meaningful relationship with external parties (investors, underwriters, rating agencies, regulators and external auditor) to facilitate the achievement of the division's objectives, goals and strategies.
  • Oversee the outreach program to develop, maintain, and expand the investor base through road shows, investor conferences, forums and through a dedicated investor website.
  • Oversee the organization of the annual due diligence visits with credit rating agencies to ensure that ADB's strong AAA ratings are appropriately reflected.
  • Oversee the coordinated drafting of the annual Borrowing Program board paper with the ALM team.
  • Serve as subject matter expert in ADB in debt capital market operations and represent ADB in industry conferences and forums.


  1. Operations Management
  • Oversee effective day-to-day operations and provide guidance on operational issues and ADB policies.
  • Inform and provide recommendations to the Treasurer of significant developments, emerging opportunities and challenges in areas of responsibility.
  • Facilitate effective coordination and cooperation with other ADB departments and internal stakeholders including Office of Risk Management (ORM), Office of the General Counsel (OGC), Controller's Department (CTL), Office of the Auditor General (OAG), Private Sector Operations Department (PSOD), Department of External Relations (DER), Strategy and Policy Department (SPD), Office of Regional Economic Integration (OREI) and Office of Cofinancing Operations (OCO).
  • Undertake the performance management of the division, including motivation of staff.
  • Manage budget and resource allocation for the division, ensuring efficient allocation and utilization of resources, including staffing and training requirements.

  1. Staff Supervision
  • Create and lead multidisciplinary teams and ensure the overall quality of its work.
  • Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to teams and individuals and ensure their on-going learning and development.

3. EDUCATION REQUIREMENTS:
A university degree in business administration, finance, or related fields, preferably at post-graduate level or its equivalent.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 15 years of relevant international experience in treasury operations with sound knowledge of the structure and functioning of major capital markets, underwriting, distribution and trading of fixed income securities, treasury risk management concepts, investment practices and asset preferences of institutional investors and fund managers, and financial mathematics
  • Proven management and leadership qualities
  • Excellent oral and written communication skills in English
  • International experience working in several countries

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
