Title: IST Specialist (Project Management) 
Department/Division: Office of Information Systems and Technology (OIST) 

1. JOB PURPOSE:
Responsible for ensuring (i) the success of an individual project or group of projects for a specific business area within Information Systems and Technology Strategy (ISTS II) by ascertaining that appropriate timing, resources, and sequencing of work efforts are applied to create the project deliverable within an agreed time frame and budget; and (ii) that ADB’s project standard, procedures and policies are followed. Provides leadership and technical direction and assigns work to developers or other subordinates that are part of project team. Works with broad policies and objectives, working directly with clients, with supervision for critical tasks.

2. EXPECTED OUTCOMES:
  1. Project Management
  • Undertake deployment of ADB’s project management standards and procedures within the project(s).
  • Supervise the day-to-day project activities and ensure that appropriate resources are allocated to the project(s).
  • Resolve project related issues or escalate these issues for resolutions by the Director, Solution Delivery Division.
  • Keep abreast of technological developments and global trends and translate them into technical guidance to the Program/Project Sponsor.
  • Coordinate change management and risk management issues and build effective work relationships among key project stakeholders.
  • Monitor and evaluate project progress and provide accurate and timely reports.
  • Facilitate smooth turnover/rollout of projects to the business.
  • Provide strategic and tactical planning, organization and direction in support of ADB’s Business goals.
  • Supervise project scope, resources and expectations in balance with project budget.
  • Identify critical paths, potential hurdles and recommend appropriate actions.'
  • Create and maintain good relationships with internal and external partners.
  • Establish and achieve project standards for work quality and quantity.

  1. Knowledge Sharing
  • Participate in and contribute to related internal and external training and conferences and other learning activities for advocacy, dissemination and knowledge building and sharing.


  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in computer science, information systems, software engineering, business administration, accounting and finance or related fields; preferably at post-graduate level or its equivalent. Certification in Project Management preferable.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 8 years of relevant experience in managing several information technology projects.
  • Strong experience on applications and their underlying business processes and business rules related to the complete lifecycle of financial products (including but not limited to project lifecycle, procurement, fund disbursement, accounting until loan repayment).
  • Expert knowledge of software development methodologies.
  • Demonstrated skills in project estimating, planning, designing, and scheduling personnel.
  • Experience in meeting documentation requirements for the lifecycle of software development.
  • Knowledge of hardware and software integration and testing.
  • Accomplished implementation of several full project life cycles.
  • Strong experience on Source Controls and Tools and implementation.
  • Demonstrated proficiency in preparing and presenting business cases, both orally and in writing.
  • Skilled in project management and functional and technical implementation.
  • Possesses strong analytical skills and ability to provide leadership and support.
  • Able to apply accepted project management and implementation methodologies, while maintaining flexibility.
  • Possesses excellent interpersonal and relationship management skills.
  • Excellent oral and written communication and presentation skills in English.
  • Working experience in international environment.

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
