Title: Senior Economist 
Department/Division: Office of Regional Economic Integration (OREI)  

1. JOB PURPOSE:
Contribute substantially to ADB’s support for regional cooperation and integration. Lead in the development of strategies and approaches and the implementation of regional technical assistance projects to promote regional macroeconomic monitoring and policy cooperation. Represent OREI in internal and external networks on macroeconomic monitoring and policy cooperation. Work within general policies, principles and goals, working directly with clients.

2. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Significantly contribute to the identification of new directions and approaches to improve ADB’s capacity for supporting regional macroeconomic monitoring and policy cooperation.
  • Provide leadership in technical and operational matters on regional macroeconomic monitoring and policy cooperation.
  • Contribute to new or innovative approaches to policy, research, and operational issues.

  1. Regional Economic Integration
  • Contribute to OREI’s support for regional macroeconomic monitoring and policy cooperation to various regional forums such as Association of Southeast Asian Nations (ASEAN), ASEAN+3, Asia-Pacific Economic Cooperation (APEC), East Asia Summit (EAS), Asia-Europe Meeting (ASEM), South Asian Association for Regional Cooperation (SAARC), and Central Asia Regional Economic Cooperation (CAREC).
  • Provide support to ADB Management and other departments on regional macroeconomic monitoring and policy cooperation and related matters.
  • Develop, process, and implement complex regional technical assistance projects/assignments on regional macroeconomic monitoring and policy cooperation.


  1. Knowledge Sharing and Management
  • Undertake economic and sector work (including preparing reports and special studies) on issues related to regional macroeconomic monitoring and policy cooperation.
  • Contribute to OREI’s regional economic and financial reports such as the reports for the ASEAN+3 and the Asia Economic Monitor.
  • Contribute write-ups and other materials for the Asia Regional Integration Center website.
  • Lead and conduct research on issues related to regional macroeconomic monitoring and policy cooperation.
  • Lead OREI’s capacity building and training activities related to regional macroeconomic monitoring and policy cooperation and other related areas to support regional forums.

  1. External and Internal Networks
  • Liaise with developing member country (DMC) Governments, regional institutions (such as ASEAN and SAARC Secretariats), and other international institutions on regional macroeconomic monitoring and policy cooperation.
  • Develop partnership with global and regional institutions that deal with regional macroeconomic monitoring and policy cooperation.

  1. Staff Supervision
  • Take the role of team leader and supervise the work of team members
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
  • Ensure the ongoing learning and development of reporting staff

3. EDUCATION REQUIREMENTS:
A university degree in economics or other related fields; preferably at post-graduate level or its equivalent.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience
  • Strong analytical and research capabilities and problem-solving skills
  • Demonstrated ability to use quantitative methods, including econometric analysis
  • Ability to liaise with Management and staff at all levels
  • Ability to interact effectively with senior government officials and staff of other international organizations
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

The position reports to: Senior Director, OREI

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management. Applicants must be nationals of one of ADB's member countries.
