Principal Transport Specialist |

1. JOB PURPOSE:
Oversee, formulate and articulate sector policy, engaging Developing
Member Countries (DMCs) governments in policy dialogue related to transport
sector strategy, and conducting ADB’s activities to support sector
policy and reforms. As leader of a team assure the quality of project
development, implementation, administration, and of overall results for
complex loans, Technical Assistance (TA) projects, and non-lending products
and services (NLPS) in the transport sector. Work within a framework of
broad policies, principles and goals, applying a high degree of autonomy
in selection of work methods.

2. EXPECTED OUTCOMES:
- Strategy and Planning
- Oversee and develop regional and country specific transport policy
and strategies in DMCs in consultation with relevant government agencies
and Resident Missions (RMs) in the region.
- Oversee and review transport sector policy, legal and regulatory
framework and assess progress towards achieving sustainable economic
development and poverty reduction in DMCs.
- Oversee dialogue with government officials of DMCs on transport
policy and reforms in advancing policy and institutional reforms in
the transport sector, especially in road institution modernization,
transport network development, asset management/maintenance, road
safety, and multimodal transport.
- Participate in country teams for the DMCs in the region.
- Oversee and coordinate provision of transport sector inputs to
Country Partnership Strategy (CPS) and Country Operations Business
Plans (COBP).
- Oversee the development of regional strategies and initiate regional
projects in consultation with national and regional organizations
and international financial agencies including intra-regional exchange
of experiences, best practices and lessons.
- Ensure proper coordination between Headquarters and RMs for consistency
of approach, exchange of experiences, and continuous improvement of
practices and integration of transport policy commitments to the management
of projects.
- Project Management
- Ensure quality and compliance of lending and non-lending products
and operations with respect to relevant ADB policy and strategies.
- Provide substantial guidance, advice and comment on transport issues
in the initiation, development, processing and administration of loan,
TA projects and capacity building initiatives
- Oversee and supervise loan and TA projects in the transport sector,
with high levels of risk and complexity, and possibly conflicting
stakeholder interests.
- Oversee and facilitate effective liaison and coordination with
development agencies on program loans and investment projects.
- Knowledge Sharing
- Serve as the focal point for coordination with other divisions/departments
concerning the transport sector.
- Staff Supervision

Create and lead multidisciplinary teams and ensure the overall quality
of its work.
- Supervise the performance of teams and individuals, providing clear
direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure
their on-going learning and development.

3. EDUCATION REQUIREMENTS:
A university degree in transport/civil/mechanical engineering,
transport economics, finance and/or business or other related fields;
preferably at post-graduate level or its equivalent. |
4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level.
- At least 12 years of relevant professional work experience and hands-on
experience in project processing, project administration and portfolio
management.
- Good knowledge of transport sector operations, as documented by several
years of work experience in the road, rail or other transport modes,
including urban and multimodal transport.
- Proven experience as mission leader, for processing or administration
of loan and TA projects and policy dialogue in the transport sector.
- Ability to provide leadership for solving difficult implementation
problems, supervising complex project review missions and supporting
loan processing.
- Attitude of striving for results (meeting deadlines, solving problems,
delivering Key Result Areas) and helping others to achieve results.
- Familiarity with Project Design and Monitoring Framework and results-based
management approach.
- Proven track record in successfully leading teams.
- Commitment to learning and change.
- Excellent oral and written communication skills in English and interpersonal
skills.
- International experience working in development in several countries.

7. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position

must be prepared to serve in any location outside its Headquarters at
