Title: Social Development Specialist (Gender & Development)  
Department/Division: Regional and Sustainable Development Department (RSDD)/Poverty Reduction, Gender and Social Development Division (RSGS) 

1. JOB PURPOSE:
The Social Development Specialist (Gender & Development) will work under the general guidance of the Director, Poverty Reduction, Gender, and Social Development Division (RSGS) and will be responsible for assisting with promoting, coordinating and facilitating implementation of the ADB's Policy on Gender and Development (GAD). The Social Development Specialist (GAD) will be part of the GAD Resource team headed by Principal Social Development Specialist (GAD) tasked with overall coordination of the ADB's program and activities focusing on gender, undertaking sector work on GAD, and promoting integration of gender considerations into all aspects of the ADB's operations. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

2. EXPECTED OUTCOMES:
  1. Policies, Strategies and Frameworks
  • Assisting in overall implementation of ADB's policy on GAD and the ADB-wide GAD Plan of Action (PoA)
  • Preparing periodic reports on implementation progress of the GAD Policy and PoA

  1. Operational advice and support
  • Promoting and providing operational support to regional departments (RD) to integrate gender considerations into their overall program of activities, including the preparation of project-specific gender strategies and plans
  • Supporting RDs in preparation of country gender assessments and strategies as part of the partnerships strategies (CPSs) process
  • Providing technical advise to RDs on gender and development issues, particularly in formulating and developing technical assistance and loan projects GD classification and those that mainstream gender concerns and promote the empowerment of women


  1. Knowledge generation and sharing
  • Processing and administering inter-regional knowledge products and services in the GAD area
  • Preparing resource papers (handbooks and checklists), sector studies, and other policy-related work on GAD
  • Supporting ADB-wide knowledge management initiatives with respect to GAD
  • Supporting the Community of Practice on Gender and Social Development and preparing the quarterly Gender Network Newsletters
  • Managing the gender website with respect to the contents and operation of the website
  • Supporting ADB-wide training and capacity building initiatives in GAD
  • Act as a secretariat to the GAD Cooperation Fund (GDCF) through fund management and assistance to RDs on proposal preparation
  • Providing periodic input to other social development areas as may be required

  1. Partnerships
  • Build partnerships and maintain knowledge networks with other development agencies and groups such as multilateral and bilateral agencies, DMC governments, women's NGOs on GAD issues

  1. Staff Supervision
  • Provide leadership and support to reporting staff
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
  • Ensure the ongoing learning and development of reporting staff

3. EDUCATION REQUIREMENTS:
A postgraduate degree in relevant Social Science, preferably in the field of GAD.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least eight (8) years of relevant professional experience in GAD and social development.
  • Demonstrated strong leadership, interpersonal and communication skills.
  • Demonstrated ability to work effectively in a team.
  • Ability to liaise and deal effectively with the donors, management and senior staff, as well as with senior functionaries in client governments, civil society representatives and collaborate agencies.
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries, with demonstrated experience in Asia and the Pacific Region.
  • Strong management and planning capacity.

6. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to Director, RSGS.
The following staff positions report to the Social Development Specialist (GAD): National Officer, Assistant Operational Analyst, and Administrative Staff


7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
