1. JOB PURPOSE:
Responsible for ensuring compliance with ADB’s safeguard
policies on Involuntary Resettlement and Indigenous Peoples, for the preparation
of social and poverty assessments, and the incorporation of social development
dimensions in support of the South Asia Energy Division‘s loan and
Technical Assistance (TA) operations. Identify, develop, implement and
administer loans, TA projects, and non-lending products and services (NLPS)
in the assigned sector, ensuring compliance with social safeguards. Contribute
to the development of policy and strategies addressing social development
and protection in the assigned sector in developing member countries (DMCs).
Work with broad policies and objectives, having freedom to work with clients,
with supervision for critical tasks.

2. EXPECTED OUTCOMES:
- Strategy and Planning
- Provide information and analyses towards the development of sector
policy and strategies, with proper consideration for the impact on
social development and protection, particularly on themes around addressing
involuntary resettlement and indigenous people, in DMCs in consultation
with relevant government agencies and Resident Missions (RMs)
- Contribute information and analyses for economic and sector work
and interdepartmental working groups on social development and protection.
- Assess the social and poverty impacts at project identification,
prepare an Initial Social and Poverty Assessment and incorporate social
development dimensions in the design and implementation of energy
sector projects.
- Project Management
- Undertake the development, processing and administration of non
complex loan and TA projects and proposals suitable for funding under
the Japan Fund for Poverty Reduction (JFPR) in the assigned sector,
ensuring compliance with social safeguards.
- Prepare detailed Social and Poverty Analysis reports (SPA), Summary
Resettlement and Indigenous Peoples Frameworks and Plans and other
social development reports and plans (such as the Gender Plan) as
required to support loan and TA operations.
- Identify opportunities for ADB assistance projects aimed at operationalizing
social safeguards. Address involuntary resettlement and indigenous
peoples issues during the project identification, project design,
loan processing and project implementation phases of the project cycle.
- Prepare terms of reference for international and national consultants
for social and poverty assessments, preparation of involuntary resettlement
and indigenous peoples plans, and supervision of the implementation
of the plans, including independent monitoring and evaluation.
- Assist with the supervision of the consultants to ensure the final
product meets ADB requirements.
- Advise borrowers, executing agencies, project sponsors, consultants
and NGOs on ADB’s Involuntary Resettlement Policy and Indigenous
Peoples Policy guidelines, procedures and best practices and assist
them in preparing appropriate frameworks, plans and actions to address
these issues.
- Administer non-complex loans, TAs and JFPR projects.
- Knowledge Sharing
- Participate in and contribute to internal and external training
and conferences on social development and protection, particularly
on themes around addressing involuntary resettlement and indigenous
people, as well as to other activities for advocacy, dissemination
and knowledge building.
- Liaise with the Environment and Safeguards Division (RSES) on safeguard
policies compliance requirements and Poverty Reduction, Gender, and
Social Development (RSGS) on social development issues.
- Staff Supervision

Provide leadership and support to reporting staff
- Supervise the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in sociology, economics, applied social
Science or other related fields; preferably at post-graduate level or
its equivalent. |
4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level.
- At least 8 years of relevant professional experience in social development
and protection including poverty-related issues across social sectors,
or related area as well as in project administration.
- Excellent oral and written communication skills in English.
- International experience working in development in several countries.

7. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
